I'm confused with this cards inclusion. I'm assuming that you can only "wish" for cards in your sideboard, in the case of draft, that's your draft pool. If that is how it works, why does Sovereign's Realm also do that? Aren't the packs going to be missing basic lands in them? How will these cards work?

You are exactly correct in how these cards work. The thing that makes Sovreign's Realm work is that a sideboard in limited also includes an unlimited number of basic lands.
You could, for example, if you wanted, add 2000 of each basic land type to your deck, between any match. It's not recommended for a multitude of reasons, but it's perfectly legal.
For the sake of fun in this draft format, I assume they expect you to dig in your binders or decks for a card when you cast a wish. Think Lore Seeker from the previous Conspiracy set.

It's a sweet card. I wish I could play it EDH and that they had changed its wording to match Coax from the Blind Eternities, which was the original functionality of the Judgement Wishes. It's a missed opportunity.

In a paper tournament, you actually couldn't. The rules require you to be able to shuffle your deck unassisted and do so in a timely manner. Such a thing is pretty much impossible to do with anything too large to do a single mash on.

Two years ago we played a Conspiracy draft. One of us drafted Lore Seeker. Due to lack of extra Conspiracy booster packs, we decided to add one Unhinged booster pack to draft.
Then my perfectly charged 6/6 Lurking Automaton was screwed by AWOL.
Now I think, can I return a creature card to my hand from absolutely-removed-from-the-freaking-game-forever zone with Burning Wish?
The Red Mage in me loves that Burning Wish has been reprinted. The artistic side of me is incredibly disappointed in WotC for not using the updated art featured on the promo version by Ariel Olivetti.

They restored Winter Orb's original functionality just a few months ago.
Why? nothing is stoping you, a have a deck for each wish, and they come in handy more often than you think
Wishes don't work in Commander by default. Some groups use 10-card sideboards and some maybe allow full binder access. Nobody does this where I play.
