So, basically, the later you pick this, the better it becomes, and it lets you tap stronger stuff. Man, that's why I missed Conspiracy. Such cool effects.
It's definitely a playable card, nothing outstanding or anything, but White tap effects are always playable, even if this card is slightly higher in the curve than I'd usually want it to. A solid card, and not a first pick for blatantly obvious reasons.
(Now I kinda want a B kill spell variant... now that would be amazing!)
The silly machine code at the bottom lets us know that it's a common, so we don't get to play that guessing game any more when they give us a card with a post-it on it. I'm slightly sad.

And again. With stuff like this, you clearly tell to your opponents while drafting, which colors you draft. That feels so wrong and kinda kills the entire idea of conspiracy. That's why old good artifact creatures did this work better. I guess.

1. Generally in a good draft everyone can gauge who is in what colors.
2. You can always pick this out of color because you have no other options and screw with everyone.
3. There will probably be a few ways to play this off color. My first Cons 1 draft I went WU and played five Liliana's Specters off of a collection of Conspiracies.
