There's a loophole with other creatures that exile spells (Spell Queller comes to mind) and cards that turn creatures into copies of other creatures (Mirrorweave comes to mind)
If you turn the creature into a copy of Arcane Savant while it's ability is on the stack, it will be a card named Arcane Savant when it resolves.
It's a little janky, but doable. Cards that exile from the top of your library work too.
I'm also honestly unsure if it has to be named Arcane Savant at the time the thing was exiled, or if it needs to be named Arcane Savant at the time the ETB Arcane Savant resolves.

This doesn't work for a couple of reasons. First, the EtB trigger won't trigger unless it is Arcane Savant when it enters the battlefield. So, Mirrorweave changes it too late fo it to do anything. Also, the abilities are linked (though it does work slightly differently than the current rules allow) so you can only copy spells exiled to its first ability. Exiling a card to another ability won't let you copy it.

The mirrorweave is for the exiling the spell, not for the ETB. Yes, an actual arcane servane (or a copy of one, such as Altered Ego or Stunt Double) would have to enter the battlefield to copy the spell.

The abilities actually are NOT linked. A linked ability would be something like Spell Queller. The wording of the second ability is not dependant at all on the first ability - this is because it's not the same permanent or even necessarily the same card that exiled the spell at the beginning of the game. The only criteria for the 2nd ability is that the card was "exiled with cards named Arcane Savant"
To say that these are linked is like saying Tireless Tracker's abilities are linked and you only get the +1/+1 for clues created with the first ability.
Who is Tabak? Is he some rules team guy at WTC? If you are going to appeal to authority you should make sure all parties in the discussion know who that authority is (unless it's someone like MaRo who pretty much everyone who follows magic knows)
In any case - I'm certain this is something they will put on the Oracle rules for the card. I'm pretty sure I'm right on this one, though. There is nothing linking these abilities.

Matt Tabak was the Rules Manager (he is still involved though I think he now delegates some of his responsibility) and a Senior Editor at WotC. He has pointed out that new cards bring new rules. Someone specfically asked how these are linked abilities due to the wording and he confirmed that once the rules have been updated, it will become more clear.
