The rarity shift kind of sucks, but it's really not all that bad.
Conspiracy 1 was printed quite a bit, Cards that were $15/$30 before (Stifle, Misdirection) are much cheaper after getting reprinted in Conspiracy 1, especially since it has a far larger print run than something like Eternal/Modern Masters. Inquisition of Kozilek is already selling for 8-9 bucks compared to about 12-15 before, it's very likely to be back down to a much more reasonable level quite soon.
Another shameless cash-grab in a supplemental set, with everything matching: rarity shift, unrelated flavor and limited run.
A functional reprint matching the world's theme would have been relevant, but you know Modern chase cards here and there are needed to push prices of otherwise useless and clunky supplemental products.

Absolutely not. It's a supplemental set, so out of Standard/Modern that has little to no value once it's open. This is just a chase card to push the sales of boosters.

For those complaining about this card's rarity shift: It always should have been rare. It is better than Thoughtseize. The fact that one mana hard discard was at uncommon is just more proof that Rise of the Eldrazi's development was terrible.
So yeah, run a full four IoK in either Legacy or Modern and see what happens when you can't snag that relevant 4+CMC card because "IoK is better and I don't need no Thoughtseize"
There's a reason why Seize was 50-60$ before reprint and IoK has never gone past 30$
It's Rare so it doesn't show up often in draft. All things being equal, tehre will be a metric ton of boosters opened so you're looking at $5-$8 IoK in a few weeks, which is where it should be, really. I don't really have an issue with this, and I love the new art. Now if something like Brainstorm comes back at uncommon, I'll get grumpier.

Except that was more of Ulamog's thing while Kozilek was all about the "waste" mana. You totally could have put Inquisition into Oath without any flavor fails. Clearly though this is an upshift of rarity based off of value. Overall that's a terrible reason outside of the "Masters" sets. At least the big money cards in those have a history of being powerful and I feel there's a discussion for those sets.
Overall does this bother me? Not really as looking at the first conspiracy set there was good value overall and it helped drop prices on a lot of cards. I just hope they don't do this to all the possible commons and uncommons and create Conspiracy with MM-2015 problems...

Reprints that actually name places/people/things from other planes completely unrelated to Fiora kill the flavor in what was stated by Wizards to be a set where flavor is a centerpiece. It's completely counterproductive to print this here and not in Eternal Masters as a replacement for one of the many trhrow away reprints in that set.
At least it's good for people who wanted a reprint and don't mind the rarity increase.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!

Agreed as this doesn't have a limited print run set. But then there's the question of why not both?
Damnation would actually make sense at that rarity given it's effect on the limited environment, especially a multiplayer one.
I actually have a pet theory that this continual rarity shift is building a case for them to get rid of the Reserved List. As they continue to print these cards, they can prove that long term value is not largely affected by the reprints, and that collections won't lose tons of value by being reprinted in limited sets.
So the reprinted cards don't take place on Paliano, right? Because otherwise, Inquisition of Kozilek makes no sense in this set.
I think its probably a leftover from when they planned to put it into bfz. Needed a place to dump it and conspiracy needs some money cards to sell packs and encourage drafts.
Maybe the art description was "draw a vampire controlled by the Eldrazi headbutting another vampire", so the artist to be sure drew all the "eldrazified" features there.
Also, was this card that much reviled then? I mean, when the set came out, I thought it was a good card, a cheap discard to throw it at your opponent's early hands that guaranteed you to get something, because people tends to keep the cheap cards for their first hands in the game; I mean, I bought my playset for a single dollar then o_O

IoK can't snag Jace, the Mind Sculptor, Bloodbraid Elf, Scapeshift,Batterskull, Siege Rhino, Wurmcoil Engine, Karn Liberated, the OGW Eldrazi cards, Griselbrand, Omniscience, Collected Company... You catch my drift.

Great reprint but horrible precendent in bumping its rarity because is an expensive card not because of balance of the format.

Ravnica: Courier Hawk, Decimate, Dimir Doppelganger, Unquestioned Authority
Kamigawa: Heartless Hidetsugu, Minamo Scrollkeeper, Reito Lantern, Sakura-Tribe Elder
Old Phyrexia: Ill-Gotten Gains, Pernicious Deed

Well, since we got cards from Dominaria, Innistrad, Rath, Kamigawa, Mirrodin, Lorwyn, and Zendikar in the original Conspiracy, yeah. Even the occasional original card like Hunger of the Howlpack didn't necessarily make sense on Fiora.
