Reprint is a little late to the party. Would have been nice to have in BFZ block when it was $30. But now that it's been on the decline, it should at least bring it back to the $8ish range it was before the spike. It's just ironic that the spike even happened at all because Wizards chose to not print it in the Return to Zendikar block.
The rarity shift makes sense when you account for the fact that
A) IoK is really REALLY good at what it does. Outrageously good. It gives Thoughtseize a run for its money in hand disruption.
B) it's kinda hot garbage in draft sets because no draft set is so overwhelmingly focused on 3cmc and below so as to make IoK a contextually better Thoughtseize, so kicking it upstairs to Rare is more for the draft community's benefit.
Side note to B: the better a draft environment is, the quicker the secondary market should be flooded out by draft leftovers. If people enjoy Conspiracy 2, expect those rareshifted IoKs to get flipped back to the card shop to continue funding drafts, and watch as the savings get passed down to you!

1) No one should be playing this in multiplayer limited. Card disadvantage for you and your target. Everyone else thanks you and then beats you both up. So by all rights, it shouldn't even be in the set, but if it must for reprint availability's sake, it should be rare so as not to clutter up drafts.
2) forget about asking whether Kozilek is on Fiora or not... what about "isn't Kozilek, you know, dead?"

Just a simple question for the obvious and predictable people who complain about the rarity: have you ever considered that such a powerful discard effect would have been rare in about any set except the one where cards that really matter are CMC 6+?
Yeah well... Duress was never rare, nor was Despise, Blackmail, or any of the conditional 1cc discards. In a multiplayer format, do you really want to spend a card to discard one card from a random opponent with a chance of whiffing? Plus, the average casting cost seems somewhat higher here, again given the multiplayer nature of the set. Let's face it, if IoK was worth 10c, no one would even top 3 pick it in their packs, so yea I can totally say that it shouldn't have been rare.
Except that this effect is NOT particularly powerful in a multiplayer draft environment. All the rarity shift here has done is help preserve value at the cost of forcing anyone cracking it to choose between drafting a not very good card that is worth money, or passing the money to someone else. For all Wizard's talk of making decisions for the sake of drafting, things like this or the double Karakas upshift in EMA prove that their primary concern is value regardless of the impact that value preservation has on the draft environment.

The secret true purpose of this reprint is to add another layer of draft matters: the money draft. Inquisition of Kozilek is totally unplayable, so seeing IoK in your pack gives you that classic choice "Should I draft a blank card because it's worth the draft entry fee?".

While I am glad for the reprint, having this at rare in a set designed around multiplayer drafts makes absolutely zero sense and only highlights that Wizards cares about the secondary market in completely the wrong way - especially since this isn't adding the card to a Standard environment.
I've got the same problem with this that I had with the previous reprints from Conspiracy 1. Reprints that actually name places/people/things from other planes completely unrelated to Fiora kill the flavor in what was stated by Wizards to be a set where flavor is a centerpiece. It's completely counterproductive to print this here and not in Eternal Masters as a replacement for one of the many trhrow away reprints in that set.
At least it's good for people who wanted a reprint and don't mind the rarity increase.

For those complaining about this card's rarity shift: It always should have been rare. It is better than Thoughtseize. The fact that one mana hard discard was at uncommon is just more proof that Rise of the Eldrazi's development was terrible.
