I'd so much rather this was an uncommon instant than a common sorcery. At instant it does a good arc lightning impression, at sorcery it does a bad blisterstick shaman impression. And how many 1 toughness creatures have we seen so far? Granted the limited filler hasn't been spoiled yet but so far other than graf rats we've been seeing bears and more bears. A devil can trade with one, but at 3 its just pinging the enemy player for 1.

wow, if this card was green or white it would cost one, do what it does, and then let you untap a land. its like wizards is saying to us, hey red players, if you are even thinking of going the token route that is working so well right now, its gonna cost you at least 3, and sorcery speed, but hey we will throw you a bone and let you kill a plant token, happy?

At least red has now finally a bear without downside. That alone was well worth the wait

Somehow, I get the feeling that Pyromancer's Goggles is to be partially blamed for this. They are playing this WAY too safely, even by Standard and Limited standards.
to the people who are sick of hearing about white and green being pushed, we have at the time of this post, one common between the two colors that is a common that cost 3 mana. its a white, 2/2 flyer. that's it. but compared to this card, its pretty obvious to see. this does 1 point of damage sorcery speed, so their is no chance of the token doing anymore damage unless sacked or given haste. then its a 1/1 that can ping an extra damage when it dies. the 2/2 flyer has better power and toughness, plus evasion, and after even two turns of surviving does more damage. and that 2/2 flyer is a bad card too. but you cannot tell me that wizards isn't either pushing white and green or nerfing the grixis colors. GW players would be furious if they started getting cards like this even at common

A bolt that can't hit players...
A bad pillar of flames
A damage wipe that doesn't hit players...oh and is easily stopped by avacyn...

The way to fix "Red only does one thing, burn, and does it really well" isn't "Red can now do 6 or 7 things, including burn, but it does all of them really really poorly"
At instant speed, it would have been a better Arc Lightning, giving you the chance to trade one of your damages for a permanent body. I suspect that Arc Lightning may be the ceiling of efficiency allowed for these effects. At sorcery, though, it is way worse, unplayable outside of limited. It's one of those cards for which the "Goldilocks" spot between the two extremes falls into the void of the mechanical limitations of possible design.
I'm calling it right now- worst rare in the set. Even good limited players will find better bombs at common and uncommon no sweat. Worst. Episode. Ever.
I really do predict this to be our worst rare in set award winner. I'd be happier opening a jar of eyeballs, so I think anything worse is highly unlikely. This card wont just have zero constructed potential, but not be significantly better than a mass of ghouls in a draft.
Oh my goodness, the salt in this thread is unbelievable. Yes, clearly this will not be a constructed player. Yes, it is red. But it doesn't make sense to try to cram it into the "Selesnya OP" narrative, or the "we can't have modern's defining card in standard anymore, boohoo" narrative, because this card doesn't take up the pushed constructed rare burn spell slot or the cheap, simple, standard playable common burn slot.
It is a limited card, and it is a perfectly decent one. Very close in functionality to Blisterstick Shaman, which was one of the best commons in its set. Many people will have fun evaluating exactly when to pick it, and exactly how to play it, and it will have done exactly what it is supposed to do quite admirably. I understand that some people don't play limited, but they should recognize that every set is going to have 100+ cards that just aren't aimed at them, and it makes no sense to go into every single such thread and complain about that fact, especially when it is a card that has been correctly costed and will be something like a 2.0-2.5 in limited.
Its obviously intended for draft(otherwise it would be rare or mythic). Its fine as a late pick, but I really wish the stopped printing everything at sorcery speed. How will we enable delirium if every spell is a sorcery?

snow bunny and gamar are right. wizards keeps "trying" to expand what red does, but do it so conservatively to the point of unplayability. look how many times now they have tried the "exile top card of library, play until end of turn" thing, there was act on impulse, a Chandra, the vampire in this set, prophetic flamespeaker, and abbot of the keral keep. abbot was the only playable one yet, and demanded a specific build to be playable. that's a lot of tries to keep getting it wrong, and in each one of them it comes down to it being too costly. with the new vampire, it almost demands playing a deck with NO combat tricks because if you exile flip one its useless. I'm all for red expanding, but not if it means everything it does is bad. and the other non-blue colors just keep getting better and better at what they do, plus they are expanding the things they can do too. this crapping on red stuff has gotten to the point of ridiculousness.
