Many Many decks will welcome a no cost discard outlet. We already know Wild Mongrel was good, so there should be little doubt that this is playable. There are several fringe modern decks this is worth testing in. In standard it will really need to be played along side red to maximize it's effectiveness. There may be some potential using this along side black as well.

If I come away from EMN with only a playset of every green uncommon I will have improved my existing decks more than just about every expansion in memory. Between this, the Savannah Wolf, the Death Mongoose... low-cost green stompy's having a field day.

I wonder why Green of all colors is getting the strongest Madness enabler?
Probably because it's not in Madness colors for SOI: if you're running it in a Madness deck in Limited, you're either cutting yourself off from access to one of the core Madness colors (playing either GR or GB), or you're weakening your manabase by splashing a third color. It doesn't just auto-slot in to a perfect Limited Madness deck, so it's much less likely to be busted.
(It is still pretty damn powerful in GB Delirium, though: shortcut your Artifacts and Vessels and spare lands directly to the graveyard by using them as pump spells, turn Delirium on early to give the rest of your deck extra oomph.)

After seeing how careful they were with cards like Call the Bloodline and Stromkirk Condemned I am absolutely shocked to see a mostly better Wild Mongrel and to see it not at rare/mythic. This card is a big deal for standard, cube, and possibly modern.

I haven't said that Noose Constrictor is a bad addition or even worse than Stromkirk Condemned...
All I said was it's not an auto include because of it as Stromkirk Condemned might just be enough without the need to change the mana base so you can cast stuff with G on cost.
Still, Noose Constrictor is probably better than anything else in standard to use along with madness.

Yeah. I'd say on the overall it won't be as strong as mongrel was for numerous reasons. The color change was stronger then, partially because color mattered in that block and of course Terror, but also there's no free madness cards spoiled yet, like Basking Rootwalla, which is a mistake they won't make again.
Reach on this guy is almost completely superfluous, as there aren't a lot of fast 1/1 fliers in the set that will come out faster than this guy, and you'll be wanting to turn him sideways more often than not.
