To be fair though some of us magic players are getting older maybe to much excitement would be to dangerous for us and wizards is worried about are health as buyers.
I don't think this is true. Completely conjecture, but I think the reason Lightning Strike hasn't been in standard is because they thought Draconic Roar would have taken its place, when it did not. And the reason this isn't Instant speed is because they didn't want it to be 100% better than Lightning Strike. Strike will be back, they're just trying out slightly different effects for now. The last one, Draconic Roar, didn't really work, but this one might.
Worth it just for the flavor text. I'm not playing the card anywhere ever, and it bugs me that it's an uncommon (I feel like sorcery speed/uncommon should be a "pick one" deal in the case of cards like this), but I want it just because of Gideon not knowing his teammates' strengths and weaknesses, and Chandra sassing him about it.

I guess that it is still decent removal. I don't get why they think that Lightning Strike is too powerful though.
I don't remember the source offhand, but a recent Stoddard (I think it was Stoddard) said that the cards aren't necessarily too powerful for the format. They just restrict color identity and player color choice. If you have Strike in the format, people tend not to play red decks; they just play decks splashing red for Strike. I believe this was Wizards' rationale about this card and others like it.
So their answer to that is "We are going to make removal bad enough that it isn't worth splashing for and you'll only play it if you are already in those colors"? That clearly makes no sense. Especially since in Theros/Khans Standard, we had red decks. Jeskai wasn't just splashing red for Lightning Strike. Neither were any of the red aggro decks. Or the Ensoul Artifact decks. Lightning Strike was in the format, and no one splashed for it. They just have no evidence to actually back up the idea that Lightning Strike warps which decks play what colors. And if that really was a problem, wouldn't it make more sense to print removal that is harder to splash than just making removal bad in general? If this card was a RR instant, it wouldn't be too powerful but it wouldn't be easily splashable either.
Hmm its not the best removal, but I can't really say no to a 3 damage burn spell that also exiles. As exiling is a very nice to trait to have as it prevents some graveyard shenanigans.

You may be right. I interpreted the last two paragraphs to mean, "by not having Bolt, we get to try out neat Lightning Strike and Shock variants for standard."

I'm pretty sure the reason Lightning Strike and its ilk have disappeared from Standard (aside from the fact that Wizards has had a hard-on for White dominance in Standard for literally seven years, barring a brief Devotion respite in Theros) is because they're considered too strong for Limited. It's not the only decision Wizards has made that ruins Standard for the sake of Limited, but it's definitely the most damaging to color-balance.
They wouldn't be slow with Brain in a Jar. Also, don't forget Roast (against non-flying), Tears of Valakut (against flying), and Devour in Flames, all of which cost 2R or less. By the time the jars have 2 or 3 counters you should have plenty of options. The only problem will be keeping cards in hand so that you don't run out of burn to dispense. I guess Tormenting Voice is probably the best option because it will also enable madness for Fiery Temper.

Problem with running Brain is that I'd rather be casting Flow on T2, then you'd have to take time out to put a counter on it T3 instead of Temper, Firecraft, or Resistance, then T4 would be casting Flow or Roar with the Brain. I think using Brain is even slower, even if it does get you instant speed...
Could it work to run just playsets of Fiery Impulse, Galvanic Bombardment, Lightning Axe (both for removal and madness enabler), all the to-the-face burn spells, and card acceleration such as Abbot, Sin Prodder or Stromkirk Occultist?

Lol. No. This is clearly not why. Lightning Strikes been gone for a year, and now its back. In the mean time we had Draconic Roar, which is, in fact, a Lightning Strike variant. Most draft formats in the past couple years have had some Lighnting Strike type card. (Between Lightning Strike, Searing Spear and Draconic Roar).
Decent card, but this should have been a common. Also sorcery speed on all these burn spells feels like dumbing down the game for red players.
Isn't it doing exactly the opposite? With instant speed burn, you just pass with your mana up, then wait as long as possible to decide what to aim a burn spell at. With sorcery speed you have to make the correct decision with less information.
Sorceries are certainly arguably less interactive, but they generally lead to more difficult decisions.

(check out the answer here) And they also mentioned that if they give a color a specific overpowered card they have to reign in the power of the other things that card can do. The example they gave is if they give blue Counterspell they have to dial back blue's bounce and card draw to make sure it can't just dominate the board from the word go. Plus they like forcing people to make choices on what card they put in their decks, not just grabbing The Best One.
Seriously, though, check out the development Tumblr. It gives some insight on why they make decisions like this.

Well, we know it applied to Bolt. Maybe not to Strike but certainly to Bolt, which strongly suggests to me it was at play in their Strike reasoning as well:

That depends entirely upon how you wish to limit yourself with the definition of "burn".
