Apparently for the same reason every other magic card exists going by all your other posts: for you to be able to diss, mock and negatively compare (to, likely, other cards that in their day you dissed, mocked and negatively compared). We get it, you are the alpha player/designer/storyteller and all the drooling, incompetent babies at WotC should hire you as their new CEO and God to usher us all in a new TCG utopia. You don't need reminds us in every single thread for every single card spoiled.
I will answer you just to clarify to the others: my comment on this card was NOT to say it was bad, it was to say exactly what I wrote: it is a weird card and I don't know where it could fit in. Can you? Did I say anywhere that it is a bad/terrible card? I was literally just wondering why there was a need to print such a card.
And however you stalked my posts, you probably didn't do a very good job. I just recently said that Deploy the Gatewatch could spawn a new archetype and that the new 4 mana counterspell is good for those playing EDH for fun, though not competitive. I also praised unsubstantiate and the new spirit mini-Dauntless Escort. I think the new Lili is disappointing, and so is the new legendary spider. Basically your reasoning is if I don't praise every card WoTC prints I am a mindless hater? I just hate on disappoiting, bad cards and limited fodder receiving exclusive previews (and I'm not using limited fodder as pejorative, the cards really were just that).

I love that this art made it onto a card. Classic Innistrad setting. Beautiful. And good utility in EDH, especially for me as a Blue player.
I do like that we are getting more of the classic Innistrad art. For a while there, it felt like everything was sprouting tentacles.

I want to use this in a heavy discard shell... Probably something janky with Harmless Offering to give them this card so that I can lock them out of the game. Probably won't ever happen (or be built but still sounds like fun).
The discard to the top of the library is a "may" ability, so giving this to your opponent won't force them to always give up their next draw step whenever you force them to discard.
This is a sweet card. I'll try it out in Blue/White Gifts in Modern (Thoughtseize is so annoying) . I'll probably only end up playing one though (replacing Calciform Pools) since anything more would require me to warp my manabase.
This may not seem like much now, but in three or four years I'm sure this will be one of those annoying uncommons, like Reliquary Tower, that will be $5 and you'll hate buying multiples and want it reprinted, all because plenty of people are getting beat by something in their EDH group or 8 Rack suddenly became popular.

But doesn't it's a "you may" ability
So just don't do it for a madness card (if your choice of discard and have enough mana.)
Er, this card is bad. Consider the reality that discard putting cards in your graveyard is seldom a drawback for numerous reasons, but you are also locking up your draw step in the process. Additionally, it is just a colorless land, and not unlike discard spells the utility of this land drops the longer the game goes.
I expect people to shoehorn this into decks and make their mana a little worse in the process for a card that in basically 99% of match ups is going to just be a land that taps for colorless. Also as it is in Standard, this doesn't protect cards against Transgress the Mind, one of the only discard spells seeing play. The upsides here seem marginal to non existent.

If you choose to put it on top of your library, you can't cast it using Madness. If you want to cast it, just choose not to replace the discard with Academy.
Turn one this. Their turn inquisition putting your goryo's vengence on top of your library. Turn two swamp exile spirit guide faithless looting a griselbrand into the graveyard then cast the goryo's. Turn 2 win through the hate.

This is precisely its ceiling. There's nothing to be done in the way of jank or combos -- it's a simple little utility card for combo decks that have trouble with black's disruption. And it's a good utility card at that. I might have to grab one or two for my Ad Nauseam deck so I don't have to break the bank on Leylines.

I'd try it out in some Modern combo decks that need to survive hand disruption but I don't think they can afford the hit to their mana base.
