Another fairly easy way to hit Delirium is to curve Traverse the Ulvenwald into Corpse Churn. It ensures that you have a sorcery and an instant in the grave. 3 more cards gives you decent chance of land + creature. And if you're really trying to focus on getting delirium, there'll probably be some number of enchantments for you to hit (Autumnal Gloom).
Each plays can net you delirium on a fairly consistent basis. I've had turn 3 flipped gloom quite often, but I'm still not sure Whisper is any sort of slam dunk for a Delirium bsed deck.
for 2 mana it's worse than targeted discard, but in modern it will definitely be playable in the right meta. It's pretty useless vs aggro but will be fantastic vs midrange and control. I see it as being in grixis control, or possibly jund, though I don't think many jund lists want this over removal or a threat.
I agree, Targeted would be better, It may be ok as 1 or 2 of out of the sb against midrange and control.
The one very limited way in which this is better than targeted discard is that this has the possibility of making them discard a land, and targeted discard virtually always says "non-land".
This card has the potential to be annoying like Thoughtseize was in Theros. Blue Black control should have little trouble getting to delirium by turn 3 to cast this. Even mono black should be able to do it, but I think UB is better. I'm kinda nervous this is going to make it into legacy. I'd hate to see a turn 1 Thoughtseize, turn 2 hymn and this on turn 3. There are enough free spells that I won't be shocked.

turn 1: Evolving Wilds for Wastes then Hangarback Walker for 0 or some colorless land then a 1-drop artifact creature
turn 2: another colorless land, which could even be Corrupted Crossroads to give yourself more options (devoid 2-drops that require 1 mana of some color), then Warping Wail or Spatial Contortion on your own creature. Delirium attained.
No, I guess it is pretty easy to attain delirium if you are constructing specifically with that goal in mind. Most decks aren't going to get there that quickly, though, so your assessment is accurate.
Don't see this happening short of really lucky thought scours as the later the game goes the worse discard gets. 1B: Discard a random card isn't good enough to see constructed play unless you're just lucky in hitting the best card every time.

Turn 1 fetch eot scour myself is already land/instant. A lucky hit can easily have a turn 2 hymn. Even turn 3 it will be strong. Deck can add a 1 of tarfire, seal of fire or EE maindeck to increase odds of hitting 4 types. Just depends how your local meta is. Turn 3 hymn turn 4 snap hymn will be utterly backbreaking in any slower metas.

In modern, fetch+Faithless Looting would hit it pretty consistently with the right deck makeup.Mishra's Bauble and Street Wraith another easy way to fill the grave with an extra card type without actually costing you a card.

Modern Jund does not want this card. We don't hit delirium early or reliably enough, and we don't want to give up a grain of efficiency to obtain delirium. It's strong in the right deck, but I don't see myself running stuff like Mishra's Bauble in Jund to get that second card.

Random card discard was removed (in the past) for a reason... It's not fun.. Plus with all the targeted discard being non-land, this is better than appears. Anytime you can remove a land drop (deliberate or inadvertent) is powerful. Potential is there to be had.

Truth. Keeping a 3 land hand, playing one and getting the other two lands hymned out sucks big time (happened to me at GP columbus).

Despite my lengthy post above, which was really just a thought exercise to see how quickly one could attain delirium in each different color, it normally won't be worth trying to get there as fast as possible unless your plan is to get straight to Mindwrack Demon and go over the battlefield. It might be worth hitting delirium in white, though, for Topplegeist, Paranoid Parish-Blade, Moorland Drifter, Inquisitor's Ox, and Angel of Deliverance or green, but mostly for Traverse the Ulvenwald.
