Discard spells always lose tons of value after the initial turns of the game. The good part of hymn, aside from the insane 'random' discard clause, is the fact that it only costs 2 and removes the 2 cards. This card right here needs considerable setup to do the equivalent, and at this point you wouldn't expect it to be much more impactful than a mind rot.
Of course all that can change assuming there is some insane delirium enabler, but it would have to happen in the first 1~3 turns of the game to be really impactful. Not to mention that if you DON'T hit delirium the card is seriously bad, unlike a card such as to the slaughter.

Don't think it will see play.
I can see it being in the SB for sure, it is very strong against control.
This cards is unplayable, 2cmc for 1 random card is atrocious your not getting 2 cards early enough to matter if your are your hand is decimated.
It is unplayable in standard indeed, but in modern you can get delirium on t3-t4 fairly easily with the right build, and a t3-t4 hymn is still very powerful.
Don't see this happening short of really lucky thought scours as the later the game goes the worse discard gets. 1B: Discard a random card isn't good enough to see constructed play unless you're just lucky in hitting the best card every time.

"Yawgmoth," Freyalise whispered as she set the bomb, "now you will pay for your treachery."
My friend gets Delirium Turn 2 consistently in standard.
How?
T1 Vessel of Nascency
T2 Pop the Nascency end of opponent's turn. He always gets three different cards besides enchantment in grave. Otherwise it's Gather the Pack and he mills a land and a Hangarback Walker. It's almost 100% T2 or T3 Delirium.

"The essence of every world, every spell and every thought is power. Nothing else matters, because nothing else exists."
My friend gets Delirium Turn 2 consistently in standard.

I would certainly question the "consistently" part... but it is possible. T1 Evolving Wilds + Hangarback Walker for 0, you already have 3 types in the graveyard at the end of T1. T2 you can get sorcery or instant without a problem, which would give you delirium, although you would then be unable to cast this due to needing 2 mana. But you could cast this on T3, and it would still be good.
for 2 mana it's worse than targeted discard, but in modern it will definitely be playable in the right meta. It's pretty useless vs aggro but will be fantastic vs midrange and control. I see it as being in grixis control, or possibly jund, though I don't think many jund lists want this over removal or a threat.

It's worth is primarily going to be in how quickly delirium can come online.

What is the fourth card type that 8-Rack will get into their graveyard?
This
Vessel of nascency and paramnesia can do it turn 3 at fastest if you are lucky, but turn 2? I call BS
