There aren't many useful cards that are targets for Harmless Offering so far, but we are only 25% of the way into spoilers for this set--there is plenty of room for some "this card hoses you if you play it" effect which you can then give away for free.
I am definitely getting a full set of this card, though.
Swing with the Angel. Play Demonic Pact. Make them discard next Turn. Swing then gift this. Make them lose 8. Play another Pact. Make them lose another 8 next turn on turn 8?
Maybe Grixis Permission Gifts.
Perhaps Abyssal Persecutor as well? In a pinch, Donate it to your opponent, and they have to some how remove the thing before they can kill you. If you want to go deeper, Canopy Cover on the Abyssal Persecutor you Donate then, you have established a soft lock.
I wonder if my janky Onslaught/Mirrodin standard deck from way back when has suddenly found a new tool. It used Summoner's Egg to imprint Phage the Untouchable then Shattered the egg (Confusion in the Ranks was the makeshift donate effect). The deck rarely won, but it was one of my favorite casual decks to break out.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
There hasn't been a copy target spell at instant speed for a while. At least one that you can use against opponent's spells. Either stuff you control already geistblast or just make a copy with the same controller meletis charlatan
All of these spells interact favorably with an opposing Donate, and by comparison unfavorably with an opposing Harmless Offering.
These cards are more relevant for affecting the price of a card than casual multiplayer game applications. Especially if the listed cards also answer for example a popular burn strategy in the same metagame.
It does matter. It is significant when you can inch out higher win rates as a result of a technicality.
They're probably just willing to skirt close to the edge of the Reserve List in this case because the original is a comparatively-worthless card to begin with.
Many hardcore collectors would see that as a slippery slope.

All cards on the reserved list are on the reserved list together. They are on the same list.
The individual cards do not hold equal value, but the list should mean the same for every card included.
Consider also that some collectors may acquire higher quantities of cheaper reserved cards instead of a moderately expensive reserved card. Some hardcore collectors out there may have binders full of 'comparatively worthless' reserved cards like Covetous Dragon or Masticore, or Metalworker.
The point of the Reserved List is to support those cards holding and/or gaining value, and protect those cards from losing value in the future.
To that end, Harmless Offering is already the most significant card in this entire set.
R&D must be aware of this, and with that in mind doesn't the name of the card strike anyone else as a little coy?

Respectively, those (1) don't scale all that impressively in EDH, (2) don't work any more because of the oracle wording, and (3) don't work any more because of the change to the commander rules.
So...bad examples.
Imo only bad zedruu decks run must-donate cards. I'd much rather give away a moat, pendrell mists, divine presence, etc. which are still useful if I can't keep zedruu on the field.
Granted Illusions is not effective in EDH, but how are the other two not? I'm not seeing what you're saying about Lash: if I donate it they're still having to exile their library. Also, doesn't dawn still shut down access to non white colors of mana?
Edit: read up more and now I see how it's useless in Zedruu as a result of the change. I'm a sad panda.
Also worth pointing out that, unless you've got quicken or vedalken orrery or something, harmless offering would never have worked with thought lash, even with the old functionality.
EDIT: and if it wasn't clear - the functionality of thought lash now causes the one who didn't pay the upkeep cost to exile their library, not whoever currently controls it.
So I was curious to see if anyone had bothered MaRo about this yet, and searched the Blogatog for Donate. The results: a page full of posts about how he will never reprint the card (the effect, possibly, but not the card), regardless of reserve list. Enjoy.

I'm gonna guess that he was not thrilled about the card you can cast from exile either, though I'll bet the flavor in both cases was enough to keep him from working to get them left out.
All we need is an enchantment that gives all creatures you control +2/-2 and we can put a big hurt on tokens. That combined with the -2/-2 to all tokens enchantment can murder token decks and still be useful to the casting deck with stuff like that one Angel...

Cards like Candelabra of Tawnos and Ancestral Recall can't be used to support a slippery slope argument here because those cards would never be reprinted on the basis of power level. If introducing a new version of a card to Eternal formats would can power level problems, then rest assured they'd never do it, and Harmless Offering is in no way an indication that they might. Additionally, there's a huge pile of cards that are on the reserve list that no one care to see reprinted. No one wants a functional reprint of Flow of Maggots, so promising not to reprint it can only be a good thing.
That leaves a tiny handful of cards that might actually matter to anyone that could be printed as a near-reprint. Stuff like Yavimaya Hollow, Powder Keg, Weatherseed Treefolk, Zephid, and possibly most egregiously, Thunder Spirit are not threats to people's collections and actively could be designed as cards today. The only reason we don't get 2/2 flying first strike for 3 mana is because of the reserve list, even though it's a perfectly interesting limited card. That's a sad thing, not something to be happy about.
3: If they won't simply dismantle the RL (my preferred outcome,) then printing colorshifted versions and minor, mostly cosmetic alternatives is the next best thing.
A Modern-legal Cursed Scroll that activates for 1BB and only targets opponents and creatures they control would make me moist.

Demonic pact is in standard!!! I played during the original donate days and this card is amazing...it's in the languish colors has card draw more sweepers life gain and now a combo win condition!!! Finally I'll be happy to play standard
though it seems it's tail has a mouth or something, not a normal tail tip... kinda scary when you notice that.
Oh yeah! I noticed the bandage on the thumb and I wondered if the cat had bit him. It's obvious now that the tail bit him. Less harmless than it looks.

Sure the guy got bitten but I think that might be normal. Plus it's not like the guy got his thumb taken off. So I don't see what his problem is.
