Haven't seen this here yet, so over on http://magic.wizards.com/en/content/eldritch-moon-paper when you look at the right booster in the display, it appears to have Tamiyo on it, which pretty much confirmes a planeswalker card for her.

In the video where they previewed emrakul they showed that art, it is jace looking at her, it doesn't look like a planeswalker art but rather an important moment of the story.
As I much as I want a new Tam 'walker, her art on the packaging only proves she'll be on a card, not that it will necessarily be a Planeswalker card. Just look at the packaging for Oath with Jace on it, he didn't have a Planeswalker card in that whole block.

I also suspect that the new Planeswalker Decks are partially a way to cope with more planeswalkers per block -- they can print two extra planeswalkers each set, and they can use alternate card for an important character or shift the main character there so they could give place in set to someone less used.

It's not that it would "break the rules," it's that it would interfere in the unfolding of the "story" as it was meant to play out. That's much more of a Green perspective. Incidentally, a UG Tamiyo card would also mean that every color is represented exactly twice among the block's planeswalker cards.
Don't toy with my emotions guys. I want a Tamiyo so badly in this set. This looks promising but booster art isn't nearly as indicative as box art in terms of a Card's presence. Still, hope is kindled.

They pictured Tamiyo enough already in art, quotes and story. It's pretty much granted she'll be in the set. The mandatory Jace-is-everywhere has already been done in SOI.

When was the last time a Planeswalker's art was used on a booster but wasn't part of their respective card? Other than Jace in Oath because they wanted to promote the Gatewatchers, I can't really recall, and am too lazy to research.
She's in EMN and she isn't mono-blue. People can whine all they want about how "she really truly is the most mono-blue character in Magic!" but she isn't. Especially in this latest story, her personality SCREAMED of green. She'll be Simic.

Probably the most quintessentially green thing any character has said in recent memory.
All it means is that there will be a card, that has a picture of Tamiyo. Most likely a blue instant or sorcery.
I like all your examples from the pre-Planeswalker card type era using the Urza; the era pre-mending where Planeswalkers were so powerful that they didn't get cards because Wizards couldn't represent their godlike powers on a card well or do it justice.
