I think they're trying out "Put [CARDNAME] on the bottom of its owner's library" as a replacement for "Exile [CARDNAME]" they would have used to avoid loops. I like it a lot, it's slightly more abusable with tutors, but not by a ton, and otherwise has about the same effect without the bad feelings of "welp now it's gone forever."
Probably sounds a lot better to new players since "doesn't go to the graveyard" will seem like an advantage rather than a drawback.
Also with the self mill and all in this set, this is a way to kind of keep yourself from decking, draw cast goes to the bottom, you should always have that one card til they mill or counter it

How'd you get 15 cards? In standard, you can reanimate Dragonlord Kolaghan and Void Winnower, Desolation Twin, Kozilek, Ulamog, Dragonlord Atarka and win the game almost instantly.
I don't see anything wrong with the rarities assigned, honestly.
This card is more impactful than Seasons Past, but requires more set-up and is generally less combo-orientated (and when I say that I meant combos that include the card itself), which is why this is rare and the Green one Mythic.
Also, if you did the set up correctly, it should be loads faster to just use Victimize instead (because the shuffle to library clause is useless if you did it correctly after all). Black has a better precedent at a lower cost (and rarity) for similar impact whereas I don't think Green had a card similar to this (Praetor's Counsel doesn't combo and costs 2 more even if it does return more, and it's a Mythic as well), which is why this is a rare and the Green one Mythic.
There's only one person here who thinks the green mythic can get 15 cards and thinks he is totally right.. he must be deluded or read the card wrongly.
Exiling the card stops Greenwarden, too.
