Using the singles would cost the store money through its inventory. Designing a deck for beginners would cost the store money through paying someone to come up with decks and package them together. These are given to them by wizards to get new people interested in the game. Something quick, easy, prepackaged, and that they can hand out to people asking about it who might be interested.
I collect zombies. There is no way for me to get this product, "legally," from the store or wizard's distribution methods. It is a disservice to any one who cares to collect the cards.

Can't believe no one is trying to play Elvish Visionary + Eldrazi Displacer + Harvester of Souls + Zendikar Resurgent for Standard. Heck, take out the Zulaport Cutthroat from the 4 color rites decks and add Harvester of Souls to deck yourself. Seems legit.
I think they also try to pick things that are of absolutely no value so the collectors and established players don't try to take them all instead of the new players. If you had a good relationship with the store I am sure they would give you a couple of them.

These cards are worth literally pennies. The cards that are worth the most are the rares, and even they are worth next to nothing. Add in the fact that these cards have been printed multiple times before.
If you want a W16 Nightmare, then I'm sure you can find one on the secondary market (which is legal by the way) for next to nothing.

3.) Bring them to your LGS.
4.) Get the owner to give you guys each one of those decks so you can teach each other.
5.) Offer the other person $3 for their deck. They will likely grasp at the opportunity to obtain currency and stop playing Magic with... You now have 2 decks.
I also found them all on eBay. The prices are jacked up to like $12, but that shouldn't be a problem for a collector, right?
