Cool flavor text, these Angels are giving me all sorts of Radiant, Archangel flashbacks.
The humans are weak. You give them some free time and all of a sudden they're creating some cult, trying to awaken a sea horror, or towing in a giant block of ice that clearly has some giant monster in it.
All can I see is overcosted enchantment removal and overcosted artifact removal and maybe better creature removal than Kill Shot. But all three options in one card. Nevermind.
Well, at least it can be used against (or with) Relentless Dead.
Funny that an Angelic Purge can relieve you of a Demonic Pact
Ha, I want to see this deck win something substantial in standard now. Things I could think of sacrificing are cards like Ichor Wellspring for EDH purposes. But if we're talking constructed what about sacrificing one of those Mogg Devil dudes? Does anything create them other than that one rare we know of?
As many have said, this is very good (but I don't think its format-warping) in limited purely because of the environment around it. Bone Splinters never burned down a limited environment and this is more mana to hit two additional rare permanent types (plus Exile is great). It'd be a low-grade answer if it weren't for the huge amount of Clue tokens in the format to feed into it for "free" (making it a sorcery-speed Vindicate instead) and the prevalence of Delirium (which this both enables for you and denies your opponent).
In constructed...well its hard to say, but I doubt this makes much of a splash. I may consider it in Commander but white has so many cheaper options, too. Nice combo with Demonic Pact in BWx Pact, though, and the flavor is (as is true of the entire set so far) incredible.

Awesome common, and glad I get to see this awesome art more often, but really disappointed that it isn't a creature art.

I doubt it, it's not significantly better than any other hard removal. If white is the dominant color, it won't be because of this card.
Sure there could end up being nice synergies as a sac outlet, but at the end of the day it's still just sorcery-speed removal with a setup cost. I don't see it being any more format warping than something like oblivion strike was in Oath limited. And as has been proven many times, we never really know all that much about what is and isn't good in a limited environment until we play with the set.
You don't call "dying to removal" if the removal is more expensive in resources than the creature. If you have to spend BG (Abrupt Decay), or W + basic land (PtE) to remove a 1G, that is not "dying to removal". Strictly speaking Goyf dies to removal, but actually your removal is dying to Goyf.
I really want to play BW Demonic pact now. BW control looks like it could be really decent with pact and not even junky. You already have access to tokens so if you don't have pact it's still decent and tokens also work with flip cutthroat so it's not unreasonable to think you could run 6-8 sacrifice outlets without a downside. Seems fun.

EDIT: And, before I forget, every Planeswalker is Schrodinger's planeswalker; simultaneously the next $100 format-buster and utterly embarassingly infuriatingly unplayable and game-ruining. Especially Jace.

You can make Clues in turn 1/2 easily for this With Thraben Investigator for example
You can refill your Clues Count if casting this while Trail of Evidence or Unvelwad Mistery provides tokens to sac too
