I think this has some serious potential in a Grixis Tempo shell. The important thing to realize is when the moment shifts from "Ok, I'll set their life to 13" to "Ok, I'll just burn them out". I'm gonna do some brewing once the full set is released to see how tempo is gonna work.
Between the instances of thirteen in the text and the thirteens in the art, there are thirteen thirteens on this card. This is a masterpiece.

Yeah according to Wikipedia at least, 13 is only unlucky in certain situations (like people sitting at a table) in Italy, and 17 is more generally bad luck.
Ah, OK! Yes. But the unlucky symbolism of 13 is still quite strong and won't go lost, I assure you! Even if from this point of view 17 ("Eptakaidekaphobia") would be even more "powerful", that's true!
Is it really that bad though? I mean, it's janky, but it's a reasonable trigger, ecspecially in the 4cmc slot. I know it's meant to be a fun card, and probably won't see play, but dropping this is WAY different than Hedron Alignment, and it isn't exactly useless in multiples. It is definetly a card your opponents have to play around, that's for sure. I give it 13 thumbs up lol.
I can see this being scary in Limited, unless your opponent has lifelink creatures, in which case it's going to be very difficult to get their life total to stay put.
In Standard, good luck trying to win with this against an opponent who's running painlands, since they can just tap one in response to the trigger and ding themselves if worst comes to worst.
But it still forced an unwanted action from the opponent. I liken this to how I tried describing Sin Prodder. There is a point in the game when this becomes nothing but value. If the only way to prevent the win-con trigger is to tap a Caves of Kolios just to ping yourself, then this card has done its job. I like it, it's more functional jank than people are going to give it credit for.

You could do a red one (at 10 life) with Hidetsugu's Second Rite flavour, and so on. There's nothing about life loss or life gaining (or winning/losing the game) that is exclusive to black.
But congrats to Wizards on the flavour, 13 is definitely very black and spooky!
