This is nice if you run a lot of instants... Otherwise you're discarding those cards you drew anyways. That or a reanimater strategy makes the discard still have possible value.
Honestly? Bob is powerful, especially when you're cramming super efficient cards behind it, but this is a different kind of power. The way Jund/Azban would want to feed their grave is through fetches and hand disruption, and this plays well into the getting hellbent/making your opponent hellbent idea. That makes it play nice with Tasigur, the Golden Fang/Gurmag Angler and Liliana of the Veil (Lili especially because of madness.) On top of that, it has more power than Bob and doesn't kill you with top deck'd Anglers/Rhinos.
I really like this in mardu control. Similar to the decks played at the pro tour but now it might be worth running a bit more discard effects like rise/fall.
Bob was ridiculous. This is much more reasonable, though the fact it rewards you for playing aggressive discard on your opponents makes me concerned that it will contribute to unfun control decks. But maybe it can be as much a deterrant to aggro and burn decks?

MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.

Bob wasn't even close to being obviously ridiculous during it's spoiler season.
People called him a "Bad Phyrexian Arena" more often than praised him.
this guy seems to be VERY powerful.
it'll not dethrone bob, but it's actually better than him for SOME decks.
Bob forces a deck build with no cards with mid or high CMC to be good.
this guy forces you into a strategy that will make both players stay in "topdeck mode" as long as you can.

I'm really hyped for this dude...
i agree with you man. we can plqy tasigur and siege rhino now in modern with this build. this is going to be a discard outlet early game to gain card advantage and better Bob late game.

Not sure how often you will get much value out of his ability. It will trigger sometimes, but in general if you've dumped your entire hand in 4-5 turns and the opponent didn't have removal, you've probably won anyways, and if they did have removal, good chance it went at this guy. It does give you a good topdeck when you get board wiped but your opponent is low enough you still have a chance to finish him.
What makes him so good though is that he has NO downsides. 3/1 for 1B in a relevant tribe isnt far from playable already. Evrn better, he's a madness card that doesn't have to be cast with madness. Cards like him or Gorger are important for enabling a Madness deck because they give you stuff to discard, but are still good when you don't have a discard outlet.

I see it as playable, if only in 8 Rack variants.

Unless you load up on Madness cards, of course.
