Artwork is phenomenal. I actually think this is a little better than Diabolic Revelation (in all honesty, how often would you need to tutor more than three cards at once?). As a thought exercise: could this replace Mind's Desire in TPS? For one mana more you eliminate the randomness of Desire, and if you're grabbing Lotus/LED/YawgWill off it, not only is the discard irrelevant, but recasting it off Will afterwards will grab Tendrils and at least +2 storm, guaranteed. I'll admit I have neither the money nor the locale to play Vintage, so I'm probably way off on this, but I didn't feel like giving up on triple Demonic Tutor that quickly.
Feel like when a control deck turns the corner this just gives them inevitability.
Hard to take off a turn that late to cast it though but what I think we've seen a lot is control decks turning the corner but not able to put away the game with any urgency. Basically get the exact 3 cards you need to win, people are oddly looking at fast combo decks when they should be looking at control decks.
This cards art interests me. I don't think it's tornadoes that it supposed to be but more of a Vortex into the abyss that's what the reference flavor text was probably supposed to mean. It would be nice to see a full high-res version of the art.
I'm not even going to use this in EDH it's just too expensive.

The real question is does this theoretical 10 mana instant win have "Can't be countered" on it.
There's no way this replaces Mind's Desire in Vintage storm. First off, Mind's Desire is going to draw way more cards, and in a threat dense deck like storm that is often more desirable. It also costs less mana, you don't have to discard your hand, and it's difficult to counter. But the absolute main reason is that all the cards flipped off Desire are cast without paying their mana cost.
As a side note, storm rarely has ten mana in its pool at one time. If Tendrils didn't have storm, but instead cost 10 and won the game the entire deck would fall apart.
Anyway, the card is black so I'm inclined to believe that it's Sorin in the art. When Nahiri uses her magic it's still represented as a white card, much like Declaration in Stone.
Edit: Yeah, definitely tornadoes. If I didn't know any better, I'd say it's Sorin showing his real power. I personally think Nahiri is going to get dunked and whatever she summoned will be the threat of the next set.

The only deck that will even remotely touch this is a monoblack commander one because their mana is insane. Otherwise? I expect it to collect dust in binders all over Innistrad.
Esper Control with Narset. -2 her give it rebount. Fetch 3 madness cards. Next turn cast the 3 madness cards and fetch 3 more cards that win the game. At least that is my fantasy.

Even if it can be countered, that means you have a weaker control match up while everyone has to race you down to beat your inevitable clock. You're right about storm except this make believe card is self contained. You can either mana accel into it or play a control game until it pops up.
Only storm decks with 3+ rituals and this card can actually use it. But if you do, just Infernal Tutor for Past in Flames, play those rituals again, play tutor again and get tendrils. Why risk having a dead card in hand? For extra Infernal Tutors, you got Dark Petition.

Do you know what would SUCK at mythic? Asylum Visitor, the pushed 3/1 for 1B vampire. Falkenrath Gorger. LOTUS FREAKING COBRA. (That card actually was mythic!) An obviously efficient you-will-play-four-of-this-in-the-right-deck-or-possibly-any-deck card.
A big, splashy effect is great at mythic. That's what the rarity should be for.
