Jace's Scrutiny seems like a solid blue nerf/draw card for control. I don't get the draw immediately, but I get to leave my mana open and draw if I get a chance.
Ongoing Investigation looks like a fun card to play with but probably just kitchentable.
Trail is some sexy support for Flashback and Rebound. You effectively add a cantrip token to every spell you cast. Why Contradict when you can simply Cancel? Or even better, Dissolve? Now you get clue tokens every time you Lightning Helix with Isochron Scepter.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
Considering it gives your burn and counter spells cantrips, I'm guessing so.

But Tamiyo's Journal can't the only outlet for Clue tokens. There's got to be a point for them besides overcosted card draw and Tamiyo's Journal. Maybe they'll be useful for casting the Big Bad in EMO?
Overcosted? Once you've gotten the clue, paying 2 mana to get one card out of nothing at instant speed is far from overcosted.
And 3U for -4/-0 to target creature and draw a card is not that overcosted, especially when you take into account the fact that you can cast the spell with only 2 mana up.
Strong synergy with Whirler Rogue. Tap your clues to make your dudes unblockable, hit with them to get more clues... thopter investigate could be a thing.
However, it OI also comes down earlier than CP or BoT, and requires less blue mana. And unlike MI, it can stack. Potentially with things like Thopter Spy Network, or as stated in the previous post, Whirler Rogue, or any number of artifact based cards. It's a card with some serious upsides, and serious downsides.
As for Trail of Evidence (which I think has some fascinating art), some close equivalents are probably Eyes of the Watcher, Quiet Contemplation, Skywise Teachings, and Goblinslide. It's not exactly a new effect, but I think it's better than "When you cast an instant or sorcery, you may pay 2. If you do, draw a card." Which, for those of you who may not have heard, is actually the standard R&D measurement for a cantrip. It's why Contradict costs 2 more than Cancel, and Blinding Spray costs 2 more than Hysterical Blindness.
I don't know that either will be especially good in Limited or Constructed, but just wanted to point the fact that the cards aren't actually that different from anything we've seen before, or off by any of R&D's established public metrics.

That's the first place my mind went. Exiling creatures for more card draw is nice for recovering from board wipes, too.

The other one is fine gimmicky card, if nothing else.
