Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
It works with 3 regrowths. 2 in graveyard and one in hand. Cast the first targeting something in grave. Cast the second from the grave targeting the third regrowth. Costs four mana to do a cycle and I don't really know why you would want something like this.

Modern-wise, I think this could be really interesting in a UR midrange-control shell as a late-game card advantage engine. This isn't a T3 play, but a T5 or T6 play at the earliest. Double-casting Serum Visions, Telling Time (kinda gross, but it works for combo/toolbox variants), Electrolyze, or a Bolt/Counterspell late game really has the potential to bury the opponent in a consistent enough shell. Unfortunately, casting cost wise, it competes with Blood Moon, which just wins games, and perhaps more closely/relevantly Vedalken Shackles (both T3 do nothings that you want later in the game). Hard to say if this is worth it, definitely worth consideration though.

I expected this card to say "until end of turn you may cast target card..."
I like this as late-game gas. This isn't a turn three play. Even with just one or two copies put in, a lot of decks that "go off" just got a powerful way to bring themselves back online after misfiring or durdling a bit too hard (it happens).
So I'm trying to figure out if there's anything potentially screwy with Regrowth effects and this card. Say, the card Regrowth itself, for simplicity's sake. I have one in my hand and one in the graveyard. I cast the first Regrowth targeting the one in the graveyard. This card says "when cast" so I'm assuming I can still cast the one from my graveyard before the first Regrowth resolves (sidenote: I'm not even sure how this can work with Sorceries unless the card in the graveyard is cast at instant speed, because otherwise the on-cast trigger would happen, but you'd be unable to play something sorcery-speed until the first sorcery resolves, and by then you'd have missed the opportunity). So then I cast the one in the graveyard targeting something else in the graveyard. Would this then result in returning the Regrowth in the graveyard, the card it targeted, and then the Regrowth in my hand being put into the graveyard? Or does casting the one in the graveyard cause it to be a different instance of itself in the graveyard (much like blinking a creature in play that's targeted with a removal spell), causing the first Regrowth to fizzle?
This doesn't work well with Regrowth effects(at least not with 1 in yard and 1 in hand).
For the sake of simplicity, I'm going to call the Regrowth in your hand H and the one in the yard, Y
You cast H from your hand targeting Y. The Harness the Storm triggers, and you put the trigger, T, on the stack, choosing Y as your target. The stack is now [H->T], both of them targeting Y. When T resolves, you have the option to cast Y from your graveyard. If you do, you choose a target, put it on the stack, then pay it's mana cost. You can't target H, because it's still on the stack. Now the stack is [H -> Y], and H no longer has a target, because Y has changed zones(going from the yard to the stack). Now Y resolves and is placed in the graveyard. The stack is now [H]. H tries to resolve, but it's target is now invalid, because while Y is still the same card, it is not the same object.
Yeah, I had a feeling it was going to be similar to creatures blinking in response to removal.
What about the other question? I'm really scratching my head about the timing of copied sorceries with this one. Does the copied sorcery have to wait until the first one resolves (since it's a sorcery that hasn't been given flash), or does it somehow insert between cast and resolution of the first spell even though the text doesn't give it flash?
This card is awful, it doesn't cheat on mana so the only reason to play it is for card advantage, at which point you have to make an initial 2R investment for nothing, and it requires you to draw multiple copies of the same spell. You have to draw 2 copies of 2 different spells, or 3 copies of the same spell to even get +1 card advantage.
Also since it requires you cast both spells in the same turn, it's useless with anything that costs more than 3 mana and very dubious even with 3 mana spells
I suppose it could potentially be used to increase storm count with rituals and manamorphose, but that seems very win-more, doesn't it?
What other possible use for this card is there?

Well, they're both 2R Enchantments that meddle with the graveyard in some way (Vengeance also triggers off Harness the Storm) and have their art done by Raymond Swanland.
To be fair, they tend to give similarcards to the same artist, which is why these cards always remind us of the others.
If this cost 1R it'd probably make the cut in Modern Storm. I may pick up a few copies and test it anyway if they're cheap. Useful with Goblin Electromancer.

the enchantment and TWO COPIES of the same spell.... just to have a bad way to get an additional copy of such spell.
To be fair, Pyromancer Ascension require far more setup: echantment and 3 copies of the same spell or 2 copies of 2 different spells, and the payoff only come at best on the 3rd spell you cast (assuming that the other two went to the grave by other means before you cast the spells). Yes, the payoff for ascension is higher, but as is the requirement. And we all know what ascencion can do on specialized decks, so this one deserves at last some testing before being dismissed.
One thing a lot of detractors of this card seem to forget is that this still casts the cards from your GY. For Storm purposes this means your storm count ticks up faster, while this also means more triggers for Young Pyromancer, Talrand and Monastery Mentor. This is worthy of keeping in mind.

I'm inclined to agree. This card screams "storm" followed quickly by "format warping".

But as other posters have said, I am SHOCKED development didn't add an exile clause to this.
I don't know enough about how Modern Storm plays out to know if this will make the cut, but the raw power is obviously there.
I hope there is sarcasm in there, because if not, my brain will literally melt...
