No that's exactly how the rarity system works,or that's what they claimed when they first introduced mythics.Then as time passed they bent it where any playable card can be mythic regardless of its lack of mythicness feel.
Even if that were the case, you could never print this card at rare. It replaces itself for a single B. It also reanimates any zombie, at a generic cost to boot. It can both block and beat. I would never buy another pack of cards if the mythics were as you say they should be, which is unplayable in constructed environments.
Mm.. 1 second, I was impressed with the card. Next second, I was like 'this is a demanding card' in Standard.
Menace : One of the worst mechanics ever.
1st ability : BBB commitment seems heavy B
2nd ability : Powerful!
My thoughts:
1) Not for aggro cos no way I am leaving mana open for his 2 abilities.
2) Maybe for control cos its persistent but why will I use a 2/2 wincon and why will I use his 2nd ability for another better zombie when I can just cast that zombie?
3) Yes for midrange cos its persistent and has grinding value.
4) Maybe for combo / synergy cos 2nd ability but it needs another to tango.. re-casting is BBB ... demanding.
Overall, Yes I was hyped for this card. No I do not think its worth it unless it finds a tango partner. Although maybe a 3P will break it..?
worth noting, these aren't legendary and play very well in multiples. You can play one turn 2 and start to bash. Even if they remove one before you have a spare black mana available, when you play the second all you need is two of any mana and they can start to cycle back and forth. If they remove both in one turn they just wasted three removal spells on two creaturs and you can still get them back when/if you draw the third. They just seem like a lot of upside to me.
I'm having visions of really weird mirror matches with these and Erebos's Titans cycling in and out of the graveyard repeatedly. So many triggers...
But yeah, this card is very good and I want as many as I can get my hands on cheaply - have a Grixis Zombies deck and a Black Devotion deck that would love them. I think it will be pretty damn good in Standard, but I'm kind of hoping it's not so that I can scoop them up much more easily myself, because I'd sure as hell use them regardless.

NWO has everything to do with power level of creatures and non-creatures though.
Rarity downgrades of cards like Serra Angel or Thran Golem are due to this man.
It is not just complexity, I know MaRo refers to it in that regard, but the expression can refer to the way they design card right now, especially power level.

Serra Angel is not a rare card because creatures have become a lot more powerful since it was first printed. It also fits the power context of a set, Serra Angel is a great card too see more often than a rare.
Edit: I think Fallen Angel could possibly be printed at uncommon, it would just be really powerful.
I'm pretty sure Kalitas's replacement effect means this card's triggers won't even happen - it gets exiled instead of dying.
Kalitas doesn't trigger on your guys.
It's basically 1 black mana put counters on Kalitas at instant speed.
And if you have other colors of mana to blow, you can recur other zombies for funzies.
Like Fleshbag Murrader ect.
First thing I thought, too: perfect card to push the tribal deck in Modern, which already has some good options to shine. Unfortunately it will be quite expensive for a while, because it's clearly a card many people will want to get a full set of as soon as possible...

This card is amazingly good, a shame it has to be mythic and will be a pain to get, even for Zombie EDH decks. Here is hoping for Unholy Grotto reprint.

14+4+2+2 = 22 not 20. Aether vial is an option but don't know what to change with
Right... well right off the bat, I'd get rid of all the lords. You definitely don't need that many for Zombies. If anything, you can either make your deck based around a boardwipe and regrow strategy or at least a 2 cmc range using other zombies and swampwalk/deathtouch.
