Mill as a mana sink, even at a poor rate of cards to cost, is pretty sweet and extremely uncommon. Infinite mana makes this an efficient kill condition, and even outside of combo, it kinda works as attrition against a control deck. There aren't currently any relevant ways to use this tactfully in Standard to rob the opponent of specific cards, but if one emerges, this card becomes quite good. For example, Modern Lantern of Insight control doesn't need this, but if such an effect finds its way into Standard in the next fifteen months, the two cards side-by-side could really inflict some damage
Plus, hey, it's a Flash/Flying creature with built-in defenses. That alone might just be good.

Ah dang, on the spoiler this is listed as uncommon. Sad to see it's actually rare, as while I still like this weird little guy I feel like it could have been better as a "cool uncommon".

Anything you cast is a Surge enabler. I think the bounce back is there for limited. Having a mana dump of exiling libraries without prejudice (even with the colorless requirent) cam be pretty nasty. Ingest can be quite nasty in sealed and to an extent limited due to the bomby almost singleton nature of the format.
Not so much the bounce, but the cheap cost and the flash make it a good surge enabler.
I reckon this will be good in limited, combine it with [Sweep Away] to bounce one of their big creatures and either on your turn or if you have the mana flash him in and exile that creature. expensive exile but could be ok if it was an ulamog or similar
I think this could be a better control card than Fathom Feeder. Since it has flash, you can flash it in at the end of your opponent's turn after holding that mana up for a counterspell. It's ability might also make Ulamog's Nullifier see more play since it will always exile a card, ingest creatures have to first deal combat damage to a player and are less likely to get through the opponent's defenses as a result of them not wanting to give your processors fuel.
I don't think a lot of you understand what makes a rare a rare. Its not nessisarily the power level of a card so much as its value/uniquness. A 2/1 flying flash for 1U is uncommon level. A 2/1 flying flash with a beneficial ability (relevent or not) for 1U is rare level.

Ehh, I suppose. I'd rather it be a may effect so I could drop it T2 and push some early threat. As a must effect I consider it a drawback because its fairly win-more if your trying to blink stuff in and out and maybe a touch bit lose-less if your trying to use it as a way to save a creature from removal.
