No, it'll likely still be unplayable. While I don't know enough about this set yet to judge, I don't think you want to fill it with bad cards to enable surge.
As for Sphinx, those calling him bad are rather insane. I'm going to draft the hell out of that card.

Support, not Surge, 2/2 Flier is a huge step up from a 1/1 Flier. Agreed on the sphinx though, a 3/3 Flier for 5 is not terrible but then it has the upside that it gets cheaper later in the game, allowing you to play it after some other relevant card
Also, just want to ask something: What the hell is the Relief Captain riding? It looks like an Eldrazi warped a round hole on the top of a Baloth (Which is actually a possibility)
Kinda like that Minna and Den are elves. Channelfireball made a post about an abzan elves list that did well at the world magic cup. Standard Jund Elves could work with minna and the new 2-drop vigilance elf.
For constructed purposes,Jwar Isle Avenger is a worse version of Illusory Angel. The ability to hard cast it solo is nice and makes it much better for limited though.

Support does offer more incentive since you can turn him into a respectable flier, but it's probably still better just to play creatures that are good on their own. Perhaps if the Kitesail were an Ally and could have cross synergy, I'd be more on board.
Good points. I had actually not considered the surge mechanic as another possible reason for including the Kitesail Scout...I agree with the assessment of playing bad cards for minor upgrades, however with an early bone saw the 1/1 flyer might be a pesky threat.
I must just be too much of a limited player to see the same things others see...
I look at that Sphinx at common and LOVE it.
Clutch of Currents and this for 4 is nice tempo. Or even something as simple as Mist Intruder or Tightening Coils into this for 5 is pretty nice in the U/B fliers mirror... totally upgrades the board state.

It's not like morph where you could just dump anything in your three-drop slot; things have to line up just right to get the alternate cost.
Relief Captain sounds like someone who has problems with bowel movement.

I don't think it's bad, but I don't know if it's great. I'd definitely pick it and play it, but I'm tempted to err on the side of "worst-case scenario" when evaluating these surge cards. It's not like morph where you could just dump anything in your three-drop slot; things have to line up just right to get the alternate cost.
A 3/3 flier for 5 is a reasonable price though. When it comes down for three, you are far ahead of curve.
Well these aren't exciting so far. Relief Captain is okay I guess? Avenger is just bad. I know it's a common but still, a 5 mana 3/3 flyer that you have to Surge to get just a teensy bit above curve is feel bad town.

Reasonable maybe but nothing to write home about. Right now, if I'm in blue/white and I see a Ghostly Sentinel late, I'll take it, but I won't be excited about, despite Vigilance as an upside. I feel like for this to be leveraged to any advantage we have to see a whole bunch of good 2-and 3- drops at common to build a curve around. Fingers crossed for that happening, because I want it to be good, but it could be a dud or a "meh, there's nothing else in my colors, so this."
That said, I like these two because they don't have the "if you cast this for its Surge cost card" abilities, like some of the earlier spoilers did. These at least could be relevant outside of 2HG.
