I guess, but it is just sad that they are both underpowered and unexciting.
It is possible that a card printed in this block that's actually better (no matter how slightly) then a card printed before is actually uncommon? I thought that the trend was to print everything and anything remotely good at rare and above. I was glad to see Embodiment of Fury at uncommon and I'm sure glad to see this. Not every decent card should be rare or mythic.
They still make damn good uncommons imagine if Monastery Swiftspear was a rare it would probably be a 15-20 dollar card. While the old days had a good number more playable commons and uncommons they still put some damn powerful cards at common/uncommon on occasion.
Anyways on topic solid card is good, dissipate was nice to have in standard so having the option for this one is nice.
Why does Awry make you angry? Is it how incredibly niche it is? Or how it has such a wasted name on such a lackluster card? Was it because it got your hope up that exile eldrazi control would be a thing and now we are here just ramping it Ulamog's? Because...that's why I dislike it.
No. I meant I forgot about Awry until you mentioned it. My anger was directed towards the new card.
Basically in most situations, Shrivel is strictly better than the new Dissipate.
Once your opponent is on 8 mana and able to pay the 4 extra for actual threats, new Dissipate becomes better. Most times before that Shrivel is a less color intensive alternative so I understand that. At least now I know why we didn't get a reprint of Dissipate. (It was odd that it rotated out right before the eldrazi who care about exile rotated in).

Spell Shrivel is not worse than Dissipate in zero respects. It's worse in the respect that it gives your opponent the opportunity to pay 4 to counter the spell. Dissipate is in fact usually better than Spell Shrivel; the exception would be when you're only splashing for blue or only care about the early game.
I like the card for EDH, as Exiling countermagic like Dissipate is very strong in a format chock-full of recursion. Getting a third one, and one that's better than the second (Faerie Trickery, which has the occasionally-awkward non-faerie clause) gets my seal of approval.

They can print powerful cards for Eternal formats and Modern by having CMC riders that aren't 1) good in standard, or 2) not anything on levels like Abzan Charm/Jace/etc. The prototypical recent example(s) is Abrupt Decay and Kolaghan's Command. Both are far better in older formats than standard. Of course, a lot of these options work well with stuff like Cycling or Kicker, but you can format a card that is essentially kicker without the mechanic.
I like neat designs like conditional drawbacks. A UU counterspell that has the opponent draw a card if the countered card has a CMC of 3 or more would be interesting. Good against combo decks, but pretty meh against fair decks. An almost unplayable card in standard because of average CMC's and the lower power level of the format.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. 3 CMC counters in standard is fine - no one is talking about that. We're talking about WoTC giving us playable counterspells in older formats. We haven't had an impactful new counter since what...the brokenness of Mental Misstep? Every other card type / archetype has gotten new playables since then (and no counterflux doesn't count - it's the fringiest of the fringe). It isn't like it's that difficult to design older format playable counters and not have them overpower standard, it's either WoTC is lazy or, that they really hate that part of U's color and control specifically. How many lame counterspells can people endure? It's been over a decade all ready!
I like it. In the current trend of 3cmc hard counters the exile is nice and as pointed out it becomes cheaper with Herald. I dont know about standard but in limited and EDH this will go down well.

Is Overwhelming Denial maybe something Modern Storm wants in its sideboard? If you're going off and someone tries to interact with you've obviously cast at least one spell that turn and in that case it's a two-mana counterspell that can't be countered.
