If it costed 2 it would be first pick-able and a staple in standard, the same though less so if it scry'd 2, and costing only one to scry probably have been safe but they can't push every common or the end up breaking them...cruise

I don't think it's particularly underpowered. I mean, it's certainly not exciting, but colorless mana sources are a pretty relevant resource in this format, and so are mana sinks. The fact that it's kinda crappy ramp is basically third place in terms of important things about this card.
Seems pretty meh, like a very generic mana rock. It would obviously be pushed at two though, and WOTC has gotten pretty scared of fast mana lately since they are avoiding even rampant growth variants.
I would almost have preferred a Mind Stone reprint over this. The scry is nice, but 3 mana instead of 2 is a hard selling point.
Mind stone is definitely stronger, but it just does not belong in the current limited/standard environment. Same way we had to say goodbye to Elvish mystic. Magic needed to slow down a bit.

I agree with the original post. This is definitely underpowered. Quite a shame. Wizards moved away from mana producing artifacts that cost only 2 though (at least in Standard-legal sets), so they would not have printed it at this cost. An activation cost of 1 or scry 2 on the other hand would/should have been possible. Too bad that Wizards likes to print limited filler / constructed garbage cards.
I am curious to see how this will play out in limited. If C is a big deal this could be prime fixings

My new houserules:
1. Every player saing exiled or battlefield will be kicked out.
2. Not using you mana deals 2 points of manaburn.
3. Combat damage goes over the Stack and you can freely assign it.
4. Lifelinks does stack and doesn't safe you from dying.
5. Tokens are owned bye the one who has made them.
Everyone thinking M10 will not affect a lot of cards or Limited a lot, either has no clue about magic or has never played limited or is getting paid by wizards to do propaganda.

Not a bad twist on Crystal Ball. In exchange for getting to tap for mana, it takes extra to scry.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
