The card still doesn't make any "Ally-flavor" sense. Last time I checked, they haven't found a way to make an Eldrazi (Scion) into a Zombie/Null. (In fact, precedencehas been the opposite.) The very process of making a Zombie/Null requires, well an Ally becoming one. The Allies must be really desperate and/or generous to accept Drana's bad choices.
I know there are Baloth Nulls now, but considering the tokens are 2/2, I highly doubt they're all miniature Baloths.
This was likely nerfed due to Shadows Over Innistrad, as a 0 cost 2/2 Zombie every turn could be quite handy in the right kind of environment. Not saying it's good, but that might explain some.

When reviewing custom cards / sets, I look for (a) flavour, (b) function, and (c) cohesiveness, generally through a risk focus.

No, it might not. That 0 cost 2/2 Zombie every turn costs you a 4 mana Creature and a second Ally doing nothing for the rest of the game. Endless Ranks of the Undead does the same thing with a 4 mana Enchantment and two Zombies (which can do stuff), with the added benefit that it scales up if you have more than two Zombies.
