Agreed, the first thing I thought when I saw this card was "I wish I had Jaces to make this exciting for me."
If it makes you feel better, I've got Jaces and it's still not exciting. The card just isn't good outside of the exact sequence of t2 Jace -> t3 Oath, and even still, I could have done quite a bit more to effect the board on turn 3 than -2/-0 a creature.
I'm actually not even sure Oath is the follow-up you want. The biggest weakness of t2 Jace (aside from not having to hope you untap with it instead of being able to protect it preemptively with Duress) is that you take turn 2 off to play a creature that doesn't actually impact the board at all. You can't realistically afford to follow it up with taking turn 3 off to double loot, maybe (probably) flip Jace and neg something. Atarka Red and Abzan will eat you alive for it, in the mirror you're probably way ahead but that's mainly because they somehow didn't have one of their sixty bajillion shocks to answer Jace, etc.
It just isn't a card you want to actually use with Jace.
