I just can't see how this guy will see zero Standard play. This is a season dominated by value plays on top of value plays, and that is exactly what this guy provides.
This is yet another option for a finisher in Jund. He generates card advantage efficiently in grindy matchups and may be a little bit stronger than Abbott of Keral Keep, while providing a decent clock when the opponent has inevitability.
However, he also increases the deck's reliance on the graveyard, so decks that like to stomp the yard may be a limiting factor.

Not necessarily. There are Isochron Scepter packages out there, and this is more versatile than the stick because it can be used with sorceries and with spells where CMC = 3 (albeit you can only use it once, and you don't get to exploit split cards). It does have a downside that it's sorcery speed, cutting out fogs, counterspells, and copy spells, and crippling a lot of other effects (Giant Growth, Vampiric Tutor).

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
I've been out of the loop for a while, but t4 sweeper into t5 Fatcaster + Bust seems pretty gross. Plus Boros has some pretty great 1 drops for early turns and post Bust. Abbot also works with all those 1 drops. I'd guess boom doesn't hurt you too much given all the 1 drops (and if their response is to counter it, you have 1 less counter spell to worry about and it still goes to the yard for Fatcaster). Kitchen Finks + Lightning Helix give you more reach to make it to turn 5.
How do these things match up against the current modern decks?

There is already a good Mardu Midrange but this will help alot. Not sure if this or Kolaghan Storm Fury Dashed is better. Maybe 2 of each to top the curve. Wouldn't Mind Turn 4 T Regent, T 5 this, buying back crackling doom or radiant flames(tho not sure how converge would work with this guy)

I read this card and all I can think of is free Kolaghan's Command or Crackling Doom. I play Mardu-Green Goggles in standard and this guy seems like a perfect fit.
Sweet design. Adore this card a lot. Certainly didn't expect to see a card like this in this set but it's quite welcome. If you show and tell this in you can flashback the show and tell for free although that's obviously not good enough for legacy or vintage I'd wager. Seems neat as an oath of druids target although probably not better than other options.

Standard/Block = The on-again, off-again holiday fling
Modern/Vintage/Legacy = Stable, homely. A ***** after absence/misreading
Limited/Sealed = Heart breaking free spirit
Commander/Cube = Agreeable, needy and expensive
Pauper/Peasant = Sweet, kind, practical, but shy and boring
This will definitely see play as at least a 3-of in the mardu standard deck, possibly as a 4-of. Super impressed by this card. You could always run Read the Bones instead, almost as good as Truths.
So in decks that run this, do you play truths or read the bones in standard? One is obviously better in a vacuum (truths), and the other works with this card. Some split, or is it not necessary to run bones when you have duress, fiery impulse, crackling doom and kolaghan's command for targets?

Fine card. If we still had Lightning strike this would be a shoo-in for standard, as is probably not. Five is too much for modern burn and cmc 3 locks it out of edh, but I sure will enjoy drafting him
How does 3 CMC lock it out of EDH?
Most of the instants and sorceries played in EDH, at least in my group, are ones that have huge impact (such as board wipes), since they're less powerful than permanents which you can use again and again and again. Those typically cost more than three mana.
Not always, though. I might take another look at my Alesha list.
Every time I look at this, I just think of an infomercial.

The problem with defining this format by what is "fun" is that everyone seems to define fun as what they don't lose to. If you keep losing to easily answered cards, that means you should improve your deck. If you don't want to improve your deck, then you should come to peace with the idea that you are going to lose because you chose to not interact with better strategies.

I am cringing a little a lot at '4/4 for 5' in a tribe primarily characterized by 1/1's (and yes, also many 2/2's). Just changing the art to show multiple goblins doesn't really fix it either.
I do *absolutely love* the concept of troglodyte goblins and anything else. More please.
On the other hand, at this point merfolk, vampires, kor, elves, etc all get 4/4s. (Goblins have had a few, although I'm guessing you're not a fan of those either.) They've moved 'big creature' status up quite a bit. While the character of goblins historically has been small guys running around, its probably a lot healthier for red to have more presence and complexity in the midrange so it doesn't become the 'color you splash for one or two spells' like it's been at different points in the past. I think 4/4 is a healthy end point for the humanoid tribes; outclassed by most of the 'iconics' still that usually start around 5/5 but able to put up a fight against the more efficient late-game threats they print now.
Hordeling outburst + impact tremors + this guy = hello +3 damage. I could see him in a modern red deck, just not a modern fast red deck. Maybe a red deck interested in going wide with numbers and a good combination of spell cards to make it good.

If you look at the either of the arts for this card, you'll see 3 goblins depicted on each. That effectively means each of are around 1.33/1.33 each.
To take this analogy further, it also means that each of the goblins can generate 1 mana of any color
Also a fun fiesta for other formats and whether you're looking for casual or competitive. Exhaustion, Blightning, Flamebreak, Fated Infatuation, Demonic Dread or just any decent cantrip (Crimson Wisps, anyone?). I'll be happy to field these guys just about anywhere at any time my graveyard hasn't been Nihil'd away

Reanimate, Toxic Deluge, Cultivate, Council's Judgment, Wheel of Fortune, Kolaghan's Command, Cyclonic Rift, Demonic Tutor, I mean, the list goes on. I hardly ever see high cost instants and sorceries, other than Wrath effects. Maybe the memories of the splashier ones just make them seem more common to some people.
