The suspend spells have a CMC of 0, and the Darkdwellers let you cast them without paying their normal costs, so yeah, they should work fine if I'm reading the card right (seems like fun with Living End, maybe?). And my understanding of split cards is that the answer is usually yes, even when it logically shouldn't be. If Isochron Scepter can cast Ends and Sunforger can cast Research, Darkdwellers should be able to cast Bust.
I don't know how good this card will be (inclined towards pessimism), but I love the design. Good to see them giving Red some more interesting design space.
We will definitely be seeing these goblins a lot in EDH-land. Most of the most powerful instants and sorceries in EDH are less than three mana. Tutors, anyone?
That being said, 5CMC is a lot, and red isn't exactly the color to abuse said abilities. I see this card's abilities being most at home in the ( largely U/W, sometimes G ) blink archetype, so you get more mileage out of the ETB. I'll be curious if these guys find a home.
It can be in red and blue. Depends on the specific card, if it fits more into red or into blue. Red prefers sorceries, blue prefers instants. Snapcaster Mage's flash makes him blue, since that ability allows him to work better with instants. If he didn't have flash, he would fit better into red.
edit - Is there any way to abuse this? For example, with a spell that has a low converted mana cost but costs more? And does this work with Boom // Bust?!
Boom // Bust has CMC 2 and 6. I think this guy targets half of the card and can only cast the Boom side. Those tricks work with Isochron Scepter because it exiles one side, but then casts either side because it does not check what it is copying, just what it has already imprinted.
Seems somewhat similar to flametongue kavu, a decently efficient body attached to what will probably be a kill spell to 2-for-1. Just 5 mana at that

Don't forget Capsize which I believe you can buyback because this ability is worded differently than flashback.
Ahh yeah. Thought about capsize but assumed the wording was if it would move to any other zone, not just the gy. So yep, toss your capsize early and then buy it back later. Other nice cards to recycle/kick would be Constant Mists, Forbid (if you can flash in the goblin), Orim's Chant, Shattering Pulse and Sprout Swarm.

which you gain four creatures and draw four cards.
Seems alright, not really a fan of either of the arts though. And what is the flavor of this card? They 'dig deep' into your graveyard? eh i dont buy it.
Mechanically this is a powerful effect, it will be interesting to see what people come up with for it. Personally, for 5 mana I like casting dragons in standard more atm

From the gatherer rulings of isochron scepter, when you cast a split card, you choose which side of the split card you cast. Since beck//call returns both 2 AND 6, it can be targeted by the goblins ability. But it doesn't say which side of the split card you have to cast (unlike snapcaster, which requires you to pay the cost of the side you want to play), just that you may now cast that spell from your graveyard without paying its cost. The restriction is on the target. There is no "CMC check" on casting the spell.

Between this and Kalitas, Traitor of Ghet, there might be some sort of Jund midrangy thing going on. Ultimate Price or Kolaghan's Command could be decent targets, or if you've already put pressure on your opponent, Atarka's Command or Exquisite Firecraft.
He's probably got a place in Krenko, too, consider the low Cmc of the spells in that deck.
