I don't see why this needs to be mythic and I'm kind of salty about it. This is another one of those mythics we are all going to open and be disappointed about unless we are playing limited. This could have been a rare.
Seriously, people have ridiculous expectations concerning mythics. It's a mass bounce that leaves you with a 8/8 Kraken, how is that not mythic?
The obvious way to play this is with a cantrip, paying 6 mana for Devastation Tide + 8/8 is extremely strong.
It's not a very obvious way to play it. Wizards hardly even prints cantrips anymore. You really think this card couldn't be a rare? This card is pretty much worse than Cyclonic Rift and it's by no means a strictly better Devastation Tide.
Heck yeah! Bring back the cipher deck and Surge all day long! (Although this particular card is merely mediocre in such a strategy since it bounces the creature ciphered onto. On the other hand, putting Undercity Plague on the Octopus that results would be an incredibly painful decision for the opponent.)

I'm a bit torn on this card from the rarity perspective. It's not exactly a "Blue" effect with leaving the token behind, which pushes it up in rarity. However, a similar counter-part, which has a less intensive "upside" cost is Devastation tide and that was only a rare. I don't think it's a bad card, if you have the mana to surge this, then you have the mana to give evasion, or push that token through for damage. There are a few enablers, Animist's Awakening with mastery enabled could give you the juice you need. I don't think it will be heavy in control builds, simply because your opp will have first crack at recasting.
Edit: what this does make me think is 2 things.
1.) Alternate cost cards could be returning in some degree. Look at the new Kozi ability, awfully similar to the Shoal cycle in Kamigawa. It's a stretch, but it enables surge without being mana-intensive.
2.) Quicken is a great enabler for this. It still sits at 6 mana to pull off, but it's a 6 mana overloaded Cyclonic rift, in all reality. Still don't think it's mythic level though.
EditX2: I haven't been standard savvy lately, is UGx a thing? I'm not sold in this with control builds due to the timing and set back, but a creature heavy UGx deck could benefit from this with ETB effects. Could this make Temur a playable wedge?

I think we're also missing something. This would be really good for Rally Aristocrats builds. Play, Sidisi's Faithful, then this, have the 8/8 out there, then rally next turn, sac them all to nantuko husk, get a huge life swing from Zulaport, then swing with an 8/8.
I think the ETB effects with allies and the current aristocrats type decks offsets this from being OP. Even Rhino keeps this from being OP because they'll just re-cast Rhino. If I were a control player, I would love this card.

Is it just me or is this an amazing card to put in Modern Storm's Sideboard? They can easily resolve it on turn 2-3 with Surge by using rituals, and game 2 your opponent probably doesn't have any spot removal left in his deck... I have fond memories of smashing people with Greater Gargaddon in eggs. Could this work the same way?

Sure, but that doesn't really have anything to do with rarity. It's balanced well for limited; board wipes are pretty serious, especially ones that could potentially leave you ahead. The rarity seems fine, it's just not a card designed with constructed in mind.
So I was all like "This card is unplayable NWO bulk rare trash" for the first ten minutes I saw this thing. 4UU for a crappy Upheaval that doesn't hit lands and then another 3UU PLUS another spell just to get an octopus with no evasion? That's awful. 11 mana? Why are all the rares/mythics in BFZ block so bad?"
Then, I noticed you could cast it for the surge cost. It's not like kicker. You get the Devastation Tide and the octopus all for the low, low price of 3UU plus the cheap spell you were going to cast anyway.
This card combos well with zero-casting cost spells Summoner's Pact and Engineered Explosives. It's just a huge blowout against BW Tokens. Turn 5: Explosives, Crush of Tentacles, Explosives. Now you've wiped the board with a massive clock and a second one-sided boardwipe.

Card is good, mechanic is potentially busted. Cost reduction/alternate cost mechanics have a tendency to be hard to balance, here's to hoping they don't make another Treasure Cruise/Dig on accident.
I'm just going to point out that cracking explosives for 0 when you have an 8/8 token might not be the smartest play.
But yeah, it's crazy in Modern. It's also enabled by Gitaxian Probe, Search for Tomorrow (and other suspend cards) and Mishra's Bauble which all don't cost a card or mana on the turn you play it.
Another interesting way to use...exile own creatures with stasis snare-esque removal, bounce everything with Crush, get your creatures back on field with an additional 8/8 to swing with next turn...
Dang, that's some mythic blue wrath. I wonder which colors will get the most Surge? Blue will be one of them I'd guess, and red seems like a probable second. Of course, this mechanic isn't restricted to just instants and sorceries, so green creatures with Surge seems likely as well.
Do you suppose Battle cry will return in OTG to take advantage of its teammate-friendly functionality?

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
I think someone will find a way to make this good. I've very curious to see what the other surge cards will be. If they are reasonably costed, there are definitely ways to abuse them in modern. If they print them in the right color, I could definitely see something played along side mutagenic growth
