I think they're likely to just say screw eternal. I mean sure colorless has some nice utility lands, but it would have to get a bunch of synergistic, seriously broken cards to warp legacy. Of course man lands wouldn't really be a huge thing for a zoo type deck anyway. They want to run you over fast. I'd more think colorless control, but I highly doubt well see things like force or daze to make it legacy good.
That's because they're NOT making costs a common thing. All colorless-mana-producers are being changed to but as a COST will be a once-in-a-while thing.
Like how hybrid only gets to come out to play every other year or so (Rav 1.0, FUT, Shadowmoor, Rav 2.0, ALR, FRF)
The design space is a tightrope, as you said, shinquickman. They'll only let it out to play in a world where it makes sense.

I really hope this new colorless symbol means they now have a balancing tool that will allow them to print good equipment again; like finishing the sword of X and y cycle and having them cost 2{C} and equip for 1{C} as an example.
I've done my homework, and I have found that <> means strictly colourless mana, so {1} would pay towards it but {G} or any other colour would not. This intrigues me and I can't wait to see how this plays out. It appears Kozilek is already causing a great distortion...

Sadly, C won't show up again as a cost for quite some time. Maro said that it'll come out of the closet only once in a while, and needs more infrastructure than hybrid.
