If I had to guess just based off what we've seen so far, I would say BG. For one, those are the colors most capable of abusing the recursion. And secondly, a 5-mana 2/2 looks to be the worst baseline stats as far as P/T to CMC ratio efficiency goes (in other words, the most expensive commander that dies to the least amount of damage; he dies more easily and his cost gets out of hand most quickly, so he might "need" it the most).
Then again, maybe because BG is the best at recursion, it doesn't "need" it as much.
(Also Mazirek isn't the "face card" of that deck, if that happens to matter at all...which it might not, as there is assuredly built-in synergy for all the available commanders.)

Because that means it only appears in one of the 5 decks, whereas a common would appear in all 5.
To expand on that, it's simply a generally good card that can fit in any deck. Something like Homeward Path (arguably) had more synergy with one particular deck, and as such was a rare. Opal Palace and Command Tower were generally good in all the decks, so they were commons (even though Palace was MILES better in Marath than any of the other decks, they still included it in all 5).
i kind of like this card. i'll be interested in trying it out in a few of my sacrifice based commander decks like savra and teysa. they tend to get really high up there with the tax after awhile.
If I ever lay hands on one of these, I am totally commissioning someone to do a Command Bacon alter.

Fantastic card. Definitely agree that it should have been common/uncommon. It's too useful to only include in one deck. My utility land slots in my 3 color decks is starting to become pretty crowded. I'll have to do some thinking about what to cut.
Well, if it was common or uncommon there would be a much higher probability of it being multiple/all decks. At rare, well, have they ever repeated rares in decks? Anyway, it seems much less likely.

Sometimes I think they focus on the synergy between a new card and the designated Commanders so much they forget about the synergy with other dozens of existing commanders out there before they assign the rarity to the card (since rarity = number of decks it appears in for Commander Precons).
So this will be one of the money cards? It's a unique colorless effect that LOTS of decks want, yet it's supply is limited to only one deck in five. Sounds bad.
This card will suffer from the same price issue as homeward path. Perhaps more so since it's arguably better. Hopefully the print run is large enough to keep costs down. I'd like 5-6 copies.

While it is a fantastic card that I really want, those who are comparing it to Homeward Path are forgetting one thing - this card is not comparable. It's ability only works in Commander and does nothing in other formats (useless even in kitchen table). It's more on par with Command Tower and Opal Palace, but even then, it doesn't help fix your colors at all (which is a huge drawback once you go 3 or 5 color), and it is a one-shot ability unless you can recur the land. It's great and will be valuable, but it does have limitations. Homeward Path is repeatable and works outside Commander.
I don't know that it'll really see tons of play outside of niche commanders that need it to work right. It basically becomes a ritual specific to your commander. It's also pretty much completely useless outside of a commander deck so it will never be a 4 of like Homeward Path can be. On top of that, it only makes colorless unlike a lot of other commander only cards so it's going to be competing with a bunch of other utility lands. Sure it's auto include in Hakkon, Phage, Myojin, and Iname as one, but lots of other decks a one time commander tax evasion might not be worth it. I'm not sure I'd even run it with Ith, Higure, or Ink Eyes. I mean ninjutsu isn't much of a trick when they see it sitting in the command zone.
Steel Hellkite was in both the blue and red decks last year. So, even at rare, there is still a slight chance it can be in multiple decks.

Step 8 doesn't quite work, as you have to pick targets for sun titan's trigger all at the same time, so they all pick the same copy of command beacon, which will not be the same card even if it goes back into the graveyard. But since that's extraneous to the combo, it still works overall.

The question is generally (not counting the Generals who need it to ever see play): "Is there ever a point where I need my commander but I might be taxed out of reaching it?"
For me, I have 2 commanders now and 1 commander potentially who match that criteria: Shu Yun, the Silent Tempest, Maelstrom Wanderer, and Vela the Night-Clad can reach the point where my average mana is not enough to match the cost to cast it from the zone. Given that I have cast Wanderer for 22 mana before, I would have loved to cast him for 10. My other decks by that late in the game my commander has either served their purpose or are in no way a linchpin to my plan, so they don't need Beacon.
But there are a lot of decks that rely on their commander to the point this is the case. Even if its just one time.
Well it's useful but it has to compete for colorless land deck slots. I question whether it's going to end up being that big. I mean we can play any land ever printed so there's a lot more options than slots.

I want to use it in my deck with Survival of the Fittest and Life from Loam so I can constantly discard my general
