Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
Wow! Deadly Tempest is my kind of card! I've actually run cards like Stronghold Discipline and I love Rakdos Charm. This is a definite include in Mogis, the Teysa deck that I'm probably converting to Daxos and maybe my Chromium deck as well.
Awaken the Sky Tyrant is pretty neat design, but I don't think I'd run it in any of my decks. A lone 5/5 dragon token just isn't that impressive. Might be a cool inclusion for Kazuul decks?
Sky Tryant is just...awesome design but a bad card. Should have had a recursion trigger like "if you deal x damage to an opponent in one turn, return this from the graveyard to your hand"

Would have been cool (though potentially too good) if it were like Tatsumasa, the Dragon's Fang and said "whenever that token does, you may return ~ from your graveyard to your hand".
Completely mindblowing how terrible that enchantment is. What the hell are you doing, Wizards? This would have been a bad card in Homelands, ffs.
I was hoping I wasn't the only one who thought this. Seriously, 4 mana for a 5/5 flyer wouldn't even make the cut in an EDH deck and this thing requires getting smacked to show up. I mean, ugh, at least make it something that triggers on ANY damage so some stupid deck with Jokulhaups can ping itself to get the Dragon on an empty board.

Yeah, the dragon really would be sweet if it were a legendary dragon with "when this leaves play you may return a card named "awaken the sky dragon from your graveyard to your hand" Without that it just is not that sweet unless there is some other combo that is not released for it yet. It would be playable as a rattlesnake if it triggered on damage dealt or whenever a creature attacks you...as is it will probably be nice in very low powered metas (like if you play without upgrading the decks, but that is probably it.
Cmon guys, Im sure there is SOME deck out there that could use a dragon maker like this.....on the hardest to recur card type. For just a vanilla (tho evasive) 5/5. That only works after someone has already killed you. uhhhh...
Anyways, that black sweeper is pretty cool. Hopefully its in GB not BW, but we will see I guess. Ill probably trade for it either way

Mostly weird that it's rare. As an uncommon, fine, it's a bad niche "political" card, but for a rare it's pretty baffling. One of the worst rares ever printed in a commander set, easy.

Rarity (on non-reprints) in Commander products is strictly in relation to how many decks the card shows up in. It is irrelevant in regards to how we normally think of rarity, i.e. power-level, Limited, etc.
In that respect, I'm certainly glad it is a rare. That means it's only eating up one slot out of 500. I would be pissed if this was uncommon or common and I end up with multiples that could have been other cards (granted, I'm sure there will be plenty of chaff to spread throughout all the decks).

That dragon enchantment is pretty boring, though.
Dragonmaster Outcast is much better for a cheap 5/5 flyer.
Even Sarkhan Unbroken is probably better.

Black sweeper hates tokens O_O although if one wants damage and versatility against tokens, Rakdos Charm is wonderful enough.
