Red and flash should be fine. They even did it in time spiral. It's just one of those things the color doesn't really need since it already has haste. Infact it would function similarly in a red deck. That just makes it useless with reactive cards like counters and damage prevention or pump. Planar chaos showed us things a color could be doing but generally doesn't because it already does something that fills a similar role. If you wanted a red snapcaster that worked with reactive spells rather than just a hasty burn slinger you'd have to print the rare red flash dude which would be fine. I actually wouldn't bat an eye if either dualcaster or snapcaster were red, blue, red/blue hybrid or gold. When we do see another hybrid block we'll probably even see a blue/red snappy throwback although not as powerful.
I don't mind the art but the art feels like a red card more then a blue card
That's funny because the effect on Snapcaster Mage is far more red than blue, too.
Oh, whatever. Recoup is a single card, and Flash is really not supposed to be in Red.
Both have fairly long histories of interacting with Instants and Sorceries in the GY,
and considering how much Red has stolen from Blue over the years,
it's totally acceptable.
It's fairly well known that Snapcaster should have been red, but Tiago wanted it to be blue, and since it was his card they changed the color to blue for him. Plenty of WOTC employees have confirmed this.

I though "reanimating" spells was also blues thing. Black, green and white do creatures (and other permanents), blue and red reanimate spells. Otherwise, why is Jace, Telepath Unbound a blue card?
Well almost anything red can do with spells blue also does, often permanently (thus better). There are also Past in Flames and kinda Pyromancer Ascension for this effect in red. Also note that core sets are more likely to do some bending, as do mythic rare cards.
