How do I get one?
Do I have to win a regional PTQ? If so in what format?
You have to win a PPTQ to get invited to a RPTQ, and then all RPTQ players should get one.
But man... that art... So awful. It's not iconic, it's not memorable, it's not... good at all. A generic dude running in a field? It looks like a lazy render with a color palette all over the place. Worst of all though, is that the color green is the most prominently featured art color in a card used by every color/combination EXCEPT green.
Honestly: This is the one thing that's cool about that card. I remember days when the premier red spell was predominantly blue and white on it's picture. This enforcement that all blue card may only be painted in blue tones is really getting old.
That being said, this art in particular does not evoke the feeling of a wizard in me. So I think Wizards art teams idea to picture a running man to bring over the concept of a flash creature failed on me.
Nothing about the art says powerful mage or master of spells. What is depicted is some kind of cookie-cutter warrior/monk-type creature, rushing into battle on a bland, empty, meaningless setting. It feels like the assignment was to crank up the saturation to unreasonable levels and make the imagery as generic as possible. Running has nothing to do with flash, and running usually implies haste or trample. His weird random red glowy "arm magic" feels out of place, as if he is producing red magic rather than trapping, harnessing, and recalling magic. If anything, his "magic" looks like that of Gideon more than anything else. And it feels as though they were forcing the entire color pie in terms of colors used for various bits of the art; shoving down our throats this explosion of vibrance. Ugh... If you can't tell, I'm not a fan whatsoever. At least the promo Path to Exile actually had a path on it.

I didn't realize an entire enthicity could have a spokesman.
I don't know what all the fuss is about on this card. Art on this one is about on par with all the rest of the junk MtG has been putting out; All computer generated art for every card. Throw old school oil painting a bone for a block. Jeez.
And both arts for Tiago doesn't make any sense. Why aren't they doing something related to what their card does?

I'm not white either and the only reason I even made that comment is that certain people, mostly in Tumblr and Twitter where MaRo and Doug are hearing their "complaints", only care about black people representation and don't celebrate or even aknowledge asian, arabian, hispanic and native features as possitive diversity in the multiverse. Which I find very disheartening.
Someone pointed out to me that the guy in the picture is actually Bishop, from the X-Men universe. That makes me like this horribly irrelevant art so much more. LOL.
What a strange art choice. The aerobic-friendly blue-yellow clothing with the red energy swerving around screams Jeskai, as does the mountainous background. However, the likelihood that this card takes place in Tarkir is quite low since, to be blunt, the guy is black. I have a feeling this was some leftover KTK art that the artist had laying in their dossier that they just altered in the last minute. I do find it quite funny that Tiago would have been more fitting in this version of the card than on his debut card.

Very good card choice. VERY poor art choice. I really wish they would stop changing the art on Invitational cards. Either keep the original art or at the very least just keep the guys face in the art. It is so disrespectful to the creator. I'm certainly glad I own the original art versions already. I guess the silver lining is I won't expect this inferior version to hurt the value of my foil version much at all.
I actually dislike the original art on almost all invitation card except Dark Confidant.
New art is never a bad choice. People who like new art can go for new art. Otherwise, they can always buy the old one. More option is better for everyone.

These rptq promos are nice and all, but the liliana of the veil promo did not affect the price of lotv at all.
WoTC needs to reprint these near $100 staples in much more frequent print runs
Understand, Dredge is not really a Magic: The Gathering deck. When a card is playable in it, it doesn't mean it's a tournament playable card. It means it's playable in whatever crazy fantasy world that Dredge operates in.
Art is only okay...until I did a double take and realized that this is NOT a man in motion, but a one-legged man slowly tipping over a cliff. Now the art is great!
