I remember a few days back they made an announcement about closing their forums. I wonder if they want to reduce the server traffic by reducing functions. Doubt it, but Wizards always give me the feel that they want to save money while making MUCH more, like this new frequent rotating standard, more black border on their cards, 25 expedition foil lands, etc.

How is more black border on their cards a money making scheme?

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

Not money making, but perhaps money saving. I don't see the reason of removing colors from card border, and for a printer, color inks at times are more expensive than black ink, so my assumption is that printing more black reduces the cost per print run (like taking a shorter shower per day to reduce annual water bill).
As I said, it's a guess, since I don't know the price of ink in the industry, but some of the game changes in recent years made me feel that they want us to cycle cards more quickly while giving us reasons to buy more, such as with expedition lands, which is why I suspects.

If that was the goal, no Ink borders seems like the obvious design decision.

I'd think they want to make the cards at least presentable, or not too deviant from the past. I remember back during Mirrodin era people were dreadful about the changed card frame, and had a second panic wave when Future Sight presented its pseudo change. Granted, both sets have good enough cards to keep people's wallet empty so it was a nice time to change, but I doubt they'd do that again without a good reason.

the new card frame has narrower upper and lateral borders. The bottom solid bottom border however... but I think it looks good and fixes the readability of the info text completely.
How long will it be until we can comment on gatherer again?
Never, it was a deliberate decision to close the comments. Though reasons were never given, they likely got tired of the effort to moderate the comments with minimal benefit to the gatherer's users.
Also card ratings are disabled. Must have been before Treasure Cruise was a thing. It's weird to see Cruise with only a 3.3 and Dig Through Time with a 2.8 rating.
