My gut feeling for cost:power:rarity is all wonky for this (and some other cards at rare spoiled so far).
It just seems to be a bit of a do-nothing for a rare. Maybe I'm reading their balanced set-design a bit wrong, but a bunch of these eldrazi rares just seem to be what I'd call "filler" and could probably be uncommon.
Compared to recent rare two-drops I'd expect the ability to cost less mana, and maybe for the 1/1 (which isn't a threatening stat line) to have flying or instead maybe be a 2/1.
Am I missing something?

Its versitile which is what gives it the rarity, also it doesn't need to hit the player to ingest. Its potentially repeatable draw, mostly for limited is why this is not an uncommon, dont want too many deathtouchers in a battle cruiser gameplay.
I could see this being run if Esper Control ever becomes a thing in standard. Ojutai's Command plus this would be solid. Probably not good enough in general, but plausible.
You know what really grinds my gears, when WotC R&D knows that if they reduced the cost by 1, or in this case, the activated ability by 1, it would be playable. I'm going to call out the elephant in the room instead of saying "strictly worse" - the card draw for 3UB is keeping what could be a great card off of my Puca Trade list.
For constructed it is hard not to see this card as something like: pay 7 cmc, deal 3 damage (unblocked attacks turn 3, 4, 5,) draw a card, and exile the top 3 cards of opponents library. Eldrazi decks had better have some better ways to ramp in constructed. I mean, if this is supposed to be one of the better low drops in the deck, mono red decks are going to just mop the floor with them.

From what I've seen and heard, Allies are going to be a serious thing in constructed. And they aren't slow. I think that Eldrazi are once again going to be more popular among the casual crowds than the competitive Standard scene.
Strictly worse is hard to define, but it's mostly when a card is worse than another because it's EXACTLY the same with one or two differences. Serra Angel is not technically strictly worse than Baneslayer Angel, as Serra has Vigilance, but it's still worse.
Now here, Deep-Sea Scavenger is not strictly worse than Baleful Strix. While Baleful nets you a flying deathtoucher than cantrips itself, Deep-Sea gives you an Ingester that also serves as a mana sink. I would say, in a vacuum, Baleful Strix is a better card, but we still don't know what kinds of interactions with exile we'll have. This could easily be one of the worst or one of the best cards in standard; it all depends on what kind of exile interactions we'll have.

Just the same thing most of this board misses every spoiler season. Most rares are bad. In every single set. Yet every spoiler this board seems so damned surprised that there are so many bad rares. If this board had it's way every single rare would be either a huge bomb in limited and/or constructed playable.
All the colored rare Eldrazi seem pretty underpowered. Why is this just a 1/1? The abilities aren't that amazing to justify such a small body considering its cost. Couldn't this be a 2/2 or a 1/3 or something like that? 1/1 feels too small for a (non-token) Eldrazi, even if it is just a Drone.
If this were a 3/3 or at the very least a 2/2 and the ability costed one less I'd say it could see constructed play. But as is, it's just typhoid rats and azure mages bastard child and a waste of a rare slot and great artwork. I suggest you get rid of your ghostfire blades while you can, because as for know these eldrazi suck even when they get a dirt cheap +2/+2 from it. I wonder if there's a single eldrazi card besides ulamog in this set that's not completely depowered for limiteds sake.
I'm SO SICK of the "too strong for Standard" argument. It's the new "Dies to removal". We can have a two mana 4/4 with a zillion abilities, but we can't just have Accumulated Knowledge. Makes sense.
Maybe evasion or a cheaper ability is too much to ask, but they could have at least made it a 1/2. That way they'd at least have to put two power in front of it to kill it. It'll be real disappointing to see this die to a scion token in draft.

But look at what I posted up above. It was just this close to being a good card w/ an activated ability of 2UB (awesome card would have the activated ability costing 1UB). Just a small enough tweak could've been the difference. Now this card feels like a wasted opportunity which will never come along again (such a niche card that there is ZERO chance of it being remade w/ a different activated cost).
Holy absolute crap, guys. We know barely anything about the implications of Devoid and Ingest so far in this new set. If you're going to bash this card, at least qualify your complaints with that. A 2-drop with FOUR different abilities is a lot of text on a cheap card.
Here's what I see at face value: A 2-drop creature for Control that trades with most things, has real late-game potential, and potentially synergizes with as-yet-unseen Processor cards. That's a lot of value on a cheap body. It probably can't compete with Jace, Vryn's Prodigy as a control deck 2-drop, but it certainly has potential to find a home.

Obviously the draw is overcosted, but it's clearly a late-game play to make. 1/1 Deathtouches are unplayable because they're absolute garbage in the late game. This is a 1-for-1 at most stages in the game, and if top-decked in the late game, it Howling Mines you.
Still might not get there in terms of meeting Constructed's high demands for playability, but we need to consider all abilities on this card at once to truly evaluate it. Baleful Strix is a Legacy card and therefore not a particularly fair comparison.

And those asking for evasion...what do you think deathtouch is?
And are we completely forgetting about the devoid, ingest, and exile aspect of the draw ability?
I'm not saying this is a great card, but holy hell you people seem to want everything to be a multi-format allstar. And I'm sure you'd then complain about powercreep.

Versatile? Where? Paying 5 for draw 1 is a joke, the whole exile thing is a joke, the incolor ability is just for flavour, it's not versatile, it's just the power lvl of a bad uncommon.
Its versatile because it holds the ground game early and can be very relevant late game, also can net you more then one card over the course of the game, it is potentially stronger then strix.
Talking about "all the crap rares in the set" when most of the rares spoiled are intro pack rares and the rest of them are pretty good seems like jumping the gun. As for this card, it's really not as bad as people think it is. Yes, it's often worse then baleful strix, but not every card can be a legacy staple. The implications of a cheap ingest creature that gets better as the game goes on makes the processor cards, such as Blight Herder, really strong, and the fact that this card is basically never dead in your hand is good. having a 2 mana card that trades with their siege rhino's tasigurs, and other big things is certainly not bad, and drawing more cards later in the game makes it even better, this card is definately on my radar for a constructed staple while we see how the set pans out.

Yoked Ox is strictly worse that Lagonna-Band Trailblazer, other than creature type.
Savannah Lions is strictly worse than Dragon Hunter, Kytheon, Hero of Akros, Mardu Woe-Reaper, and Soldier of the Pantheon, barring creature type.
Shock is strictly worse than Lightning Bolt.
