The card is modern playable. Not amazing but kills a lot of things.
I'm not saying it's a bad card, but it's definitely, positively not modern playable. Go for the Throat kills everything Ultimate Price kills, with the rare exception being Vault Skirge, and Throat kills a lot more things to boot. And Throat is very rarely seen as more than a 1-of, since Affinity is and will probably always be a top tier deck.
In Affinity meta it's totally playable. My buddy plays at a store that has 4 of 9 Affinity decks and a bunch of twin. Ultimate Price is just as good in the Twin match-ups and better in the Affinity match-ups. #Themoreyouknow
Since UP does not kill colorless creatures, and the number of colored artifact creatures, which are the only creatures that die to UP and not GftT, is usually dwarfed by the number of multicolor creatures that die to GtfT and not UP, I struggle to find your very specific corner case scenario ever slightly applicable to the the viability of the card #andpleasedontabusethehashtagformatlikethatitstacky

IMO, where the cost is 1B, GFTT > Doom Blade > Ultimate Price.
It's too niche to see more play than one's LGS. If it extends to multiple GP T8 lists, then we'll have a discussion. As it is, since RTR's inception, Ultimate Price still hasn't been showing up at all. If any, it could be players biding their time till they save some $ for premium removal like Slaughter Pact.
If we are to extend the definition of "modern playable" to every card that can be half decent if all the stars align at some LGS, the expression loses its meaning and becomes useless. And since it's a near dead card against Affinity, I still don't agree that it's a good choice for an Affinity heavy meta. Ever so slightly better than GftT, sure, but not good.

Ultimate Price is sometimes Standard playable. It's not a Modern card.
It's a card that you can put in your modern deck and kill the vast majority of creatures you can expect to face. Just because another card kills more things doesn't make UP unplayable. It kills every creature in Twin, Tasigur, Delver, Young Pyromancer, Goyf, Ooze, Hierarch, Birds, etc,etc.
Would I play it over GFTT? No, I wouldn't but it's a fine playable.

Darksteel Relic, Runeclaw Bear, Cancel and Lightning Strike is also modern playable, yet nobody touches those cards. The rest of us define "playable" as something along the lines of "powerful enough", "a good idea to play in a competitive setting" or similar.

They kill lots of things, they can be used for reach and they have good damage output per mana. They are good cards.

Ultimate price is only playable in modern in the sense that, yes, it is a card with a recent enough printing to make it a legal choice. Quite frankly if the removal misses 99% of affinity targets, it's just plain bad removal.

Could this be the Black/White Elspeth? Elspeth wears a similar cloak. Many are insisting very loudly that Elspeth is DEAD. Who is to say that she is not a self aware revenant with her planes walker spark? This could be done with help from Erebos.

Elspeth's entire attire was related to the plane of Alara, see Knight of the Reliquary, and I would first wager that we're seeing the black influence seeping into what was once Bant before betting on it being a B/W Elspeth.
Also, the art is really nice, and it's kinda cool to have a playable FNM promo with such good art.
