I want to say Ravnica and Dimir, but Dimir's design and color scheme is different. Granted, Dinir can disguise as anybody, but base on the art itself it could be Dominaria or Kaladesh.

I don't think so. The garments are not dimir at all. Look at the skull on the belt and the ruby gem in it. Dimir has a 3 dagger thing going on. Both the characters on this art have 2 daggers.
That face paint is also not very dimir, but rather unique and new (to me at least).
Also the architecture is not necessarily ravnica (and certainly dimir). Again it's somewhat demonic, "satanic"... Note the horned skull between the archs.

Ultimate Price has a Orzhov Assassin flavour text, so this could either be a Dimir Assassin, or a Orzhova one (or just a generic assassin, that simply gets paid). As its paid, and talks about payment, Orzhov might make more sence aswell, it fits the theme of the guild and the thematic part in the Ravnica flavourtext too.

I don't get the art. It shows the after part of killing someone and not the before part. I thought kill spells show the person dying, not their killer getting a reward.

I don't get a Dimir or Orzhov vibe off these guys at all. The Cabal at least had golds and reds on their armour, ie. Cabal Archon, Cabal Patriarch. The background and flavour fits as well. We're overdue to revisit Dominaria, right?
The card is modern playable. Not amazing but kills a lot of things.
I'm not saying it's a bad card, but it's definitely, positively not modern playable. Go for the Throat kills everything Ultimate Price kills, with the rare exception being Vault Skirge, and Throat kills a lot more things to boot. And Throat is very rarely seen as more than a 1-of, since Affinity is and will probably always be a top tier deck.

I'm not saying it's a bad card, but it's definitely, positively not modern playable. Go for the Throat kills everything Ultimate Price kills, with the rare exception being Vault Skirge, and Throat kills a lot more things to boot. In Affinity meta it's totally playable. My buddy plays at a store that has 4 of 9 Affinity decks and a bunch of twin. Ultimate Price is just as good in the Twin match-ups and better in the Affinity match-ups. #Themoreyouknow
