I'm pretty happy that modern control finally got an instant speed draw 2 cards, discard a card effect.
Remember that Thirst for Knowledge is still a card, so we need to weigh this card against that one (and the possibility of running both, however unlikely that seems).
The reason why this is better in control decks (not named tezzeret) is because it only makes you discard one card. Now that most control decks play tasigur/snapcaster mage that sounds pretty good.

On mtgsalvation people don't want to discuss ideas, so I give people something else to discuss: my controversial opinions.

As an FYI -- you still have Catalog and Pulse of the Grid in Modern if the "Draw 2, discard 1" effect was all you cared about. But yes, Thirst for Knowledge is much better than this card in Modern.

Wait, how is looking at two cards rather than three better? It may be easier to control an artifact than it is to discard an artifact, but it's otherwise the same amount of CA.
When I first read Tragic Arrogance I thought it was another flavor of Cataclysm; then I looked at it again, and saw that it says "For each player, YOU choose" what isn't sacrificed. That's a spicy meatball!
I would have preferred a different drawback than discarding a card if you didnt control an artifact; had I really felt a drawback was necessary at all. There are other ways to tack on disadvantage. If I wanted to play catalog Id just play catalog

Decks I have in my bag of tricks- Needless to say, someone who wants to play will probably have a deck UB/x Faeries UR Storm XURWB Affinity G Elves UW control
Tragic Arrogance is sweet and that it doesn't affect planeswalkers is also cool
The rest of the cards are all quite decent as well. I should be able to make a less powerful, more casual version of Sydri for EDH with a lot of this set which my casual meta will likely appreciate
no not a lot of green ramp in my meta, actually a good variety of decks. anyways back on target, wonder if there will be any more artifact love then what is hear. If the number crunch is able to point some out, or are the holes filling up fast.
That blue rogue looks really cool. I like the take on making it an unblockable creature that can share out its unblockability to other creatures. If you encounter spot removal you still get some buddies out of it. That card looks incredibly strong in limited.
Yeah, the flavor on this one makes him my favorite of today's batch. "Up, up and awaaaaaaaaaaay.."

Exactly. It's as strong as an average rare. Going to be nuts in limited and could actually see some play in casual constructed (or more).
It's an instant speed 5/5 trampler for 4. Wtf do you people want seriously? It has applications in populate/ above the curve beats decks, or in Bant control/ flash. I seriously think anyone mad at this card for any reason other than losing an attacker to instant speed wurm, should go home and make their own awesome card game and leave the rest of us alone.
If nothing else, the 3 months of Standard overlap should have a stronger artifact deck than last year's 3 month overlap (since RTR block didn't offer much to use). Having all this stuff plus Darksteel Citadel, Ensoul Artifact, Springleaf Drum, Ornithopter, Phyrexian Revoker, Scuttling Doom Engine, and Shrapnel Blast should be interesting.
So with Tragic Arrogance, if opp has Thassa in play with a couple other creatures and enchantments, can I name Thassa as both the enchantment and the creature they get to keep, sac everything else??

Non-land permanents make it much worse
Yeah, but hoping for them to print Standard-legal MLD is a bit unrealistic. I'm just glad this effect exists at all.

It bugs me that Reclusive Artificer is partly blue. There's absolutely nothing blue about it.
I assume the counting of artifacts feels blue to them. Then it should have been an artifact itelf IMO.
Whirler Rogue has to be one of the most insane limited blue uncommons I've seen in recent times. It's almost blasphemy to print 4 mana 4 power for a blue card with no downside.
I really hope whatever makes an angel token is standard playable. I love angel's. Few angel token producers have been standard playable in my experience.

Decks I'm playing in Modern right now:
URB Grixis Reveler (http://www.mtgvault.com/supast4r7/decks/modern-grixis-reveler/)
UB Faeries (http://www.mtgvault.com/supast4r7/decks/ub-fae-2/)
UW Azorious Control (http://www.mtgvault.com/supast4r7/decks/modern-ojutai-control-2/)

EDIT: And Sift Through Sands! (though it's 1UU)

It does affect planeswalkers
Tragic Arrogance looks cool, but I am not sure how playable it is outside of casual and Limited.
Storm Crow is strictly worse than Seacoast Drake.

Tragic Arrogance is nice.

I am a little bummed about the lack of Zombies.

This is the most white card ever - it's a neutered version of 3-4 other white cards that goes back to the 90s. What else would it be?
