I agree with the general sentiment that the card is simply too spendy upfront to have a good chance of seeing constructed play. However, that being said, it could have some applications in modern with access to mechanics like Retrace, Flashback, and the like. I mean, casting Lingering Souls twice for three mana, scrying both times, and leaving up a single blue for Remand, which also happens to scry, is not exactly a terrible place to be. I dunno that its a worthwhile place to be, per se, but I wouldn't dismiss it without at least a little exploration.
If battlecruiser Magic comes back this fall (it probably will) AND for some reason battlecruiser builds want to pack a bunch of expensive Instants and Sorceries (they probably won't) MAYBE I could see a niche for this thing in a competitive format.
Otherwise, as AtheistGod said, even decks that specifically need this combination of effects will have to do without.
Combos with Jeskai Ascendancy. Stack the triggers so you scry first, then draw/discard. I'm sure there will at least be a decent FNM worthy list that uses the two.

So.... this turns makes virtually every counterspell cheaper in Standard right now, excepting a handful like Silumgar's Scorn. Seems like a control 1-2 of to me. They wouldn't cast it until T6-7 to ensure they had mana up, but still. Makes the rest of the game cheaper, ensuring victory all the more. Hello Anticipate for U.

Like so many other enchantments before it this sufferes from coming down after the point at which you would actually want the effect and eats a turn to do it. If this came down turn 1 it would be fantastic. If it came down turn 2 it would be good in the right meta and worth finding room for in storm, possibly even over ascension and certainly over any copies of electromancer. At 3 it would still be worth thinking about or trying, but I wouldn't hold much hope myself.

This dosen't have a use in limited. 4 mana to not do anything? Nope.
Skywise Teachings is also 4 cmc and also does nothing when it comes in, and it sees lots of play in limited. The point is that if you do tap out on turn four and nothing happens immediately, you sure as hell better get some good returns on subsequent turns. That being said, yeah, Jace's Sanctum isn't good in limited.
So apparently along with this spoiler, everyone also knows all of the cards that are going to spoiled through the new Zendikar block as well. I mean, it may not be viable now, but how can you sit here and say "cards junk, won't see any play" when there are going to be 600+ cards spoiled in the next year and nobody knows what they are or how they will interact.

We know enough about the game to recognize that this will not be played in any format outside EDH. If you're doing this in standard, your opponent will just laugh while slamming down Siege Rhinos, or you'll just die next turn anyways to Atarka Aggro. 4 mana, a card, and probably your whole turn 4 to scry on all of your slightly cheaper instants and sorceries is not a good enough rate for standard, regardless of what is spoiled in BFZ.

I wouldn't fret too much over the negativity you're seeing. It's pretty much the standard MTGS response to 90% of cards during any spoiler season. I'm sure most forum regulars are used to it by now.

I believe that, yes, in Constructed Competitive formats, it's too expensive/slow to cast at 4-CMC.
However, in Limited or Non-Competitive formats (Casual Playgroups or EDH), this card is amazing.
