I'm confused as to why they didn't just reprint Syncopate. Did we really need a new version of this type of counterspell? Condescend would have been great, but I think that's hoping for too much.
Thoroughly underwhelming card, with there being threestrictlybetter versions out there, and a largely better version as well. I guess it works as a core set plant though.

As sad as all of that is, it might still see some standard play even being a really bad version of what we have seen before.

I have officially moved to MTGNexus. I just wanted to let people know as my response time to salvation decks being bumped is very hit or miss.

Yep. We're hurting for decent counterspells right now. Dissolve and Dissipate are there at three mana, but nothing that can be cheaper unless you're playing dragons (which I would really rather not do). Not to mention this only needs one blue, which is a lot easier on 3 color decks to hit turn 2. Would I rather have condescend or syncopate? Absolutely, but this may still end up seeing play in the slot that they would have taken up.

Being careful with counterspells is always a good option. Flex counters like this are great, we don't need ones that invalidate one of the only strategies that punishes control.

Well, I for one am glad they're finally printing the basic version of this effect. Wondering if there are any more spells like this that are still missing...
A 1/1 Bat with flying and lifelink for 1B? We already have an Imp with those stats, for crying out loud!
So yeah, I'm okay with basic Syncopate. Let's add in Blaze or Heat Ray while we're at it. Although, we have Ravaging Blaze as the X cost burn spell of the set.

MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
Cards like this send a warning flag for the power level of this set, I'm actually getting a little bit tired of low power sets.
There are cards of this power level in literally every set. Weaker counterspells are allowed to exist just as weaker versions of every effect are allowed to exist. That doesn't mean anything about the power level of cards we haven't seen yet. Core sets also often have basic versions of effects, which this exactly is. It's fine.
Just because it's a counterspell doesn't mean they intend this to be "the good counterspell for standard". By their nature, they don't intend to necessarily print a constructed-level counterspell in every set anyway.
Well, being apart of a Core Set, this card is pretty good. No doubt will be seeing exile affects like Syncopate in the future, probably in BFZ. Wizards ALWAYS prints cards to counter ALL deck archetypes and cards that they expect to see/print.

It was in the card image gallery don't see it listed here
Edit: although it's strictly worse, especially with all those graveyard synergies being everywhere.
I'd rather have any of the countless printed better versions.

Likely because Condescend has scry 2 and they don't like scry > 1.
I like this card, BTW.
