Can someone explain his effect more clearly please?
He exiles any creatures that dealt damage to you (the player) on the turn he enters the battlefield. However, the way he is worded, this doesn't work if he is played after the damage is dealt (which is not that relevant). The idea is that your opponent attacks, you play him in response, block something small, take the rest of the damage, and then each creature that got through unblocked will be exiled after the damage is dealt, and remain in exile until Hixis leaves the battlefield. The most important part about this card is that he exiles multiple creatures.
Today I asked Maro whether each plane featured in Origins would get a legendary creature, and he said no. Welp, looks like we can forget about that Bant legend. I've also asked him whether we can assume that each Origins PW's home plane gets a legendary creature. We'll see if he answers and if so, what.

MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
Somehow I'm convinced his name in development was something like Merciful Jailer.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
If you gave this guy hexproof and started spamming lifegain funny things could happen.
Not... really...? He only exiles creatures if he came into play on that turn.
I think what he means is that with Hexproof he's basically a one-sided sweeper. I don't really understand the life gain though... Maybe it's because you have to take the hit before you can exile?
Well some find playing Legendary Limited Bombs funny I guess.
By all means the card is great for Limited but nowhere close to other great cards at the same cost. I feel there is no real reason to include this in upcomming Standard either as long as Wingmate Roc is around.
But I guess that´s the difference in Mythics and Rares nowadays. However it would have been an awesome card if he simply straight up exiled a creature that dealth damage to you this turn. Now the ´removal´ is only a partial awnser.
It's a fairly permanent answer against GR decks unless they spend 5 mana on their own turn to Crater's Claws him, and exiling Deathmist Raptor is pretty big. Has potential as a sideboard card I reckon, but it's going to be very meta dependent.

No, no, he's right, I have been misreading the card for quite some time, and I now understand why people seemed pessimistic about the card in constructed. I thought he kept exiling things. Lifegain would only make sense if you were gaining massive virtual CA off the ability, it doesn't make sense if you're using it as a one time thing.
Giving him hexproof is an okay idea, but you're probably better off protecting him with countermagic now that I read him correctly (or not playing him at all)
