That's...surprisingly blue for a red card. It wants to be played at the end of your opponent's turn with all of your mana held up, and acts as pseudo-card draw. I love it.
Also, flavor! We officially know what happened to the efreet. Sweet.

dang, I actually dislike this card a bit. It seems dangerously blue for a red card. Lot of digging power for red in this spell, something about that just doesn't sit well with me.
Well, its essentially an EoT-onlystroke / zenith with -1 cmc in exchange for being red and one-turn-only. The only imaginable way to play it is in a deck that plays on the enemy turn lategame, maybe if 'dash and burn' is an archetype, but I wouldn't hold my breath. Its definitely not a card to stabilize for a control deck, it needs you to win the game next turn with burn/haste wincons.
That card is spicy. I am a blue player at heart but it is nice for red to get these type of things. It is the closest thing Red can get to Blue Sun's Zenith. Casting this for 4 mana seems ok too. Exile the top two, hopefully get a land out of the way and then draw.

To the people that say that a card needs to be a higher rarity because of Limited... I hate you guys so much. I present to you with this.
This and Damnable Pact are amazing! I have a multiplayer RDW that will run one or two of these for sure. If you survive the round, you probably win in a deck full of bolts and price of progress.
Ding! We have the winner. Seriously, this is in the right color for it, and that makes a big difference. I doubt it'll be a 4-of in any storm deck, but a 1-of? I can see the possibilities.
I looked at the card and thought it was terribad. Then I saw it was an instant. And it says next turn. And suddenly red burn/aggro becomes even more terrifying for standard. I can even see something like Ascendancy Combo going for it. They produce a ton of mana anyway; getting a ton of cards to piece together what you need is amazingly useful.
Hmm, so cast it your turn, play a land this turn and next and cast the spells with mana from this turn or next. Or cast end of an opponents turn and get 1 turn to use it... interesting.
Hopefully this and the black rare are a cycle of xCC cards and the blue one is instant card draw like xenith without shuffle in.
Somewhere between mediocre and garbage can. You will only get a max of three cards off of this spell, regardless of the deck, amount of mana spent, or point in the game. Generally, this is a worse weave fate. Even if you go for x=3+ the odds that you can use all of the cards are stacked against you.

Storm Crow is strictly worse than Seacoast Drake.
