Yep, I screwed up on the casting cost, I thought the others were 4CC, not 5C.
But yeah, this is a majorly underwhelming cycle for basically every possible application. Having Hexproof is certainly better than Trample, First Strike, or Deathtouch on an already-flying thing, and debatably swappable with Lifelink in terms of value.
I never thought we'd see the day when we'd long for something to at least have Zephid efficiency.

Keep in mind that these are still playable in limited because Morph. They're 2/2's for 3 and when you go late you get a 4/4 flier. I suspect that the counter on EVERY Dragon is relevant.

Although they're all very crappy, people are seriously underestimating the Red one. Pretty much every non-rare dragon (andevensomeraredragonsaswell) dies to him in hand-to-hand combat provided you get to stick a counter on it, be it Megamorph, Megamorphing another dragon or just simply +1/+1 counters thanks to First Strike, so I would rate him second tied with the Lifelink one. Which is true for the Black one as well because Deathtouch, but the Red one actually lives to tell the tale. Too bad Ghostfire Blade isn't draftable with these, the Blue, White and Red ones would have been downright brutal even if they costed 7 to Unmorph.

I see this as a possible option for blue control; the most obvious comparison is Prognostic Sphinx, a similar flier that hits for 3. Granted, Sphinx has higher toughness, lets you scry 3 whenever it swings, and costs less either way. But it doesn't have automatic hexproof and doesn't pump your other Dragons when you turn it face up. They'll probably play in different decks. Sphinx was a great finisher for blue control and devotion, while Belltoll here wants to go in a Dragon tribal deck.

MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
The reception to the megamorph dragons are very negative and very justified !
The cycle is too tight, it makes then all look the same.
And worst, they all share that bloated win-more ability. I can't imagine how clunky and stally DTK limited will have to be in order for this ability ever be a answer to a problem.
Imagine if in ROE there was a Eldrazi that placed +1/+1 in your other already giant Eldrizi, how boring he would be. Now imagine a entire cycle of these
yawn. predictable tripe. the formula may need to change soon.
It's past time blue got a few new keywords; it only gets hexproof for things like this because there's no alternative for keyword cycles when the creature already flies, but hexproof is an ability that's primarily green. Speaking of green, that has plenty of keywords and it still gets stuck with one that's utterly useless on a 3/3, marginal on a flier at all, and poor on a 4/4. They should probably have given the black one intimidate (since fear seems to now be obsolete) and the green one deathtouch, or if not give the green one regenerate.

Not only are these just three reasons it's a dreadful comparison, those are the very reasons people used Sphinx in the first place (apart from as a delve enabler with the discard), and even then it was considered a 'least worst' option rather than a good finisher for control. The only place Prognostic Sphinx was ever a 'good' card was the brief period it spent in some Whip decks, and conceivably in blue devotion.
But it doesn't have automatic hexproof and doesn't pump your other Dragons when you turn it face up.
What other dragons? If you play control you use a grand total of one finisher in play at a time, and rarely more than three creatures in the deck.

There isn't any reason at all for a dragon tribal deck to play blue. So far the only playable blue dragons from the last two sets are cards that only a control deck wants - Ojutai and Silumgar 1. Neither of the blue dragon tribal effects - Silumgar's -1/-1 or Ojutai 1's tapdown - are abilities in high demand among dragon enthusiasts.
These dragons woudn't get this amount of hate if they weren't getting special previews
That's the point though. They're only getting previews because they're dragons. They're mediocre creatures at best, and possibly unplayable at worst. It's a waste of preview spot, that could have been used to show something that's more interesting or creative.

It's weird because we got the uncomon gold dragons cycle already spoiled without any previews and they were actually interesting dragons. But instead of them we got this terrible cycle of dragons

That's true. Not all creatures can be good, obviously, but I don't understand why this cycle was bumped to uncommon. It feels really bad. I can't imagine that warped limited that much, unless it actually made the format worse.

At least Hexproof is fairly useful.
I'd probably either this or white first then black third red 4th and green fifth
Chandra, Torch of Defiance - Oops! All Chandras.
Prime Speaker Zegana - Draw for Power.
Pir & Toothy - Counterpalooza.
Arcades, the Strategist - Another Brick in the Wall.
Zacama, Primal Calamity - Calamity of Double Mana.
Edgar Markov - Vampires Don't Die.
Child of Alara - Dreamcrusher.
The rare is probably a "Regent" though. This is likely uncommon, probably with Hexproof or something.
In fact, calling it before I see it:
4UU Hexproof, Flying, Megamorph 5UU, when flipped face up put a +1/+1 counter on each other dragon you control, 3/3.
