Morph mana ramp... In blue! Artful Manoeuver can make Prowess decks quite dangerous, and the Dash lord will be interesting in limited, because at its worst it's an hill giant, at its best it allows you to dump your hand T5 for a good ol' alpha strike.
I am pumped to finally see a new rebound spell! I can't wait to see more. I have been playing a jesksi prowess/rebound deck in modern for awhile and was super excited to hear rebound was back! Artful Maneuver looks awesome. The other two cards are great as well. I hope more of the commons and uncommons are this well made. This is shaping up to be another great set.
I don't think Warbringer's mana cost is one too expensive. More so that he doesn't have haste. If he had only costed 3cmc, he'd have been borderline broken and bumped up to rare status for his ability. A 3/3 for 3cmc vanilla creature in red ain't bad. Also, and most importantly, he makes cards like Kolaghan, the Storm's Fury a house and Goblin Heelcutter a viable option to play in Mono Red/RDW aggro decks.
That Deceiver.... why are you blue? Why can't you be in green or white or even colorless? Why only 1 mana? I feel that this isn't good enough to push facedown archetypes, at least not in a way that the spoiled green cards are doing.
Warbringer looks amazingly abusable in a deck with a high dash density. Instant army for 2R + 1 colored mana for each creature behind him.
Artful Maneuver is limited fodder. Good limited fodder but fodder nonetheless
Thing is, you don't want to add a high mana cost creature to make another high cost creature borderline playable in RDW.
True, but it depends on how you play the cards, the type of deck you're running, and what your end objective for the deck is. In Rabble Red for example:
T1: Foundary Street Denizen
T2: Dragon Fodder (3 damage)
T3: Warbringer (Dashed in at 3cmc)(7 damage)
T4: Goblin Heelcutter (dashed in at 1cmc along with Warbringer dashed in at 3cmc)(11 damage) Game Over!!!
In the past, Rabble Red ran Frezied Goblin to do what Goblin Heelcutter is designed for. The problem was that Frezied Goblin doesn't have haste, so you'd have to wait a whole turn before you could activate his ability. Aggro decks like Rabble Red are designed to hit hard and fast and kill opponents at least by Turn 4. I guess what I'm trying to say is that Warbringer and Heelcutter weren't designed to be played at there normal CMC unless you ABSOLUTELY have no other options and need a creature to stick on the battlefield (ie to block, sacrifice, etc.) Dash creatures also give the decks running them more reach because they dodge sorcery speed spells and board wipes like End Hostilities and Crux of Fate.
Sidenote: I'm loving all of the Tribal decks that Wizards has enabled this block. Looking forward dragon, goblin, and warrior decks to run rampant and vie for a tier one spot!

But what happens when you're stuck with Warbringer and not Heelcutter? Or Heelcutter and not Warbringer? Or another high CMC low Dash cost card? This thing is a trap. At least for RDW. Maybe in a Rakdos etc. higher curve deck it could work. Otherwise, I think it's too inconsistent and fragile, especially for RDW which wants to be as consistent as possible.
So now we are starting to see how the set will be defined and how the pieces will play together, with these interesting uncommons and common. Looking forward to seeing more.

Again, it depends on the type of deck you're running. I merely gave an example of how the cards COULD conceivably work in a deck as well as there interactions with each other. There were many Rabble Red decks at the beginning of this block that ran only 1 Frenzied Goblin. I suspect a new Rabble Red deck could do the same running a single Goblin Heelcutter. I agree that a higher curve Rakdos deck could work as well though. Honestly, I'm still waiting for the rest of the red cards to be spoiled before I make any decisions precisely about how Warbringer will work in the coming meta. I believe it has potential.
Yeah - Warbringer looks good in principle, but Dash cards need to be relevant on their own. They do lead to some potentially hilarious turn 5's but realistically that isn't where a fast red deck wants to be devoting slots to.
Thank you WOTC for giving the Deceiver a large enough butt so that it dosen't die to every little pissant burn spell or weenie sweeper. This is all I've ever asked for on cards like this.
To save space on qarsi deciever they left out megamorph but to avoid ruling questions added it as reminder text instead. makes way more sense then just going all in and just adding it in. overall though the deciever is very unexciting kinda like the renowned weaponsmith in regards to it will almost never be relevant unless the vial of dragonfire is amazing, common, and worth tutoring in limited. Warbringer is interesting but like ragemonger i dont see it being played. if the deciever was worded like warbirnger and morph and manifest was 1 less that would have been awesome and draftable

I disagree, at least from a limited perspective. Morph is the defining mechanic of this block, so the mana ramp will actually be useful here (unlike with Renowned Weaponmaster). It also serves as a nice early wall if you're a defensive deck. Constructed is a different story, of course.

Blue has a history of providing colorless mana with weird restrictions.

No, they wrote it that way because that's how the rules handle mechanic variants already. Cards like Astral Slide say "Whenever you cycle a card," not "Whenever you cycle or landcycle a card". Rumbling Aftershocks says "Whenever you cast a kicked spell" not "Whenever you cast a kicked or multikicked spell".
Another reason they did it like this is because it can now interact with future variants of morph. If they make another new version of morph, Qarsi Deciever will work for it.
Also... the reminder text doesn't really save space here.

Wall sure, useful with enough morph and manifest its in color for write into being but i just feel like its not worth it overall. if this was in khans then it would have been much better or if it was in fate it might have been better but i havent had a lot of morph or manifest where i would feel i needed this. A morph and manifest costs 1 less for whatever reason to me just feels way better. being uncommon there wont be as many and i would never an d i dont think most people would, first pick it or even take it if it came back though im sure most people would have something either megamorph or manifest after the dragons pack.
i might have been way off saying it would never be relevant more that id prefer a cost 1 less way way more

Artful Maneuver limited fodder? Monastery Swiftspear begs to differ.

Of course, but only the colorless part. Zurgo's Dash cost becomes R.
