We need raw card advantage in UB. This might mean we can move down to 27 lands, but I don't think we can drop any Ingenuities... unless it's for another large draw spell.
I think it depends on how things play out. Both cards get you through your deck at the same speed, its just Anticipation nets you two fewer cards but costs three less.
I think this could be a really nice inclusion for the deck. It gets around my issues with Divination. But we do need a way to refill our hand in the mid game so we can continue to hit land drops and trade one-for-one.
People vastly underestimate Impulse if they think seeing 25% less cards makes it unplayable. Impulse is one of the most dominate cards that I can remember. Go look up the old mono blue control decks with either Morphling or the 3/1 flyer that could bounce back to their hand. They were insane to play against back then, and now you can do some nifty tricks today. This will be a 4 of staple in any control or combo deck in standard.

I hear that decking out is a very real issue in UB control. This keeps cards in your deck while filtering cards that won't help. IMO it's pretty similar to treasure cruise for power level.

Understand, Dredge is not really a Magic: The Gathering deck. When a card is playable in it, it doesn't mean it's a tournament playable card. It means it's playable in whatever crazy fantasy world that Dredge operates in.

That's because Treasure Cruise is more powerful in older formats, where it regularly costs 1 mana. In standard it's just a really good draw spell. Anticipation is a fairly good draw spell. The main difference is Anticipation is cheaper and an instant, at the cost of losing out on cards that you *might* need. Still, I'm not suggesting replacing Cruise with this. If anything, Anticipation makes Cruise an even better option.

Telling Time will let you look at Cards 1 - 3, pick the best, and then put one on top. At best, Card 4 is still 2 draw steps away. Anticipate lets you look at Cards 1 - 3, pick the best, and then bottom both. Card 4 is your next draw. Anticipate will find you an answer a full turn faster. That's huge.

Blue decks need more than just bombs to be legit. They need cards like this to have things to do EOT if their opponent doesn't have a threatening play.

I concur. As someone who played Faeries when they were in standard, we were not hurting for blue flash cards then as we are now. This is deff not format breaking, but IMHO a solid role-player. Blue decks need more than just bombs to be legit. They need cards like this to have things to do EOT if their opponent doesn't have a threatening play.
The main reason why I feel like this "could" replace Ingenuity is mainly due to the fact that Ingenuity can sometimes be "clunky". Don't get me wrong, I love Jace's Ingenuity. I upped my count to 3 even.
But when you have to activate vault or crux with Ingenuity in hand... you can quickly fall behind. Especially if they follow it up with a card you don't have an answer to.
The most intriguing thing about Anticipation (over Jace's Ingenuity) is it gives the deck more to do on turn 3/4. It also sets up the "two spells per turn" unwritten rule of control far easier than Ingenuity ever did.
I like this card. Goes nicely with the -2 of new narset. UW Control looking up now for sure.
I doubt this sees play in modern though. Telling time feels like the better card. If you reveal the top 3 and have 2 great cards having to dump one to the bottom sucks. The fact that decks running TT also have a lot of fetches mean you can always set up to shuffle away if you hit 2 junk cards while this will never get you the 2 cards you want.

I'm not sure I agree with "replace." I feel they kinda fill different roles. Ingenuity is your source of card advantage, while Anticipation is still a pseudo reactive spell. If I ran a deck with one, I would probably want both. As you said, it would give me something to do during the early turns when I don't have spell to counter or creature to kill. Conversely, if my opponent plays a spell I cant answer, the ability to dig three/four cards deeper is a great thing for two mana. The opportunity for gaining those small incremental advantages is one I am super stoked about.
I think we definitely agree on this point however, the card is really good.

Asking why this card should see lots of play when Telling Time saw marginal play during its time in Standard is an irrational way of trying to determine it's playability. Different cards with different decks and different formats. You can't draw the same conclusion based on previous results.
This card is perfectly serviceable. It's not the stone cold nuts, but it fills a role that blue has been hurting for over the last year.

This card will be great for standard. They gave us Taigam's Scheming and I said that was pretty good but what some decks need is an impulse. I really dig this, I'm brewing a different Jeskai deck because of it. Ojutai!!!!

Flash or hardcore control decks (and with all the new spoilers I really think Esper will be one of them) would much prefer this to Serum Visions. You can pass with Spell Snare up on turn 1 (or Thoughtseize if necessary), and then hold up Remand/Leak mana turn 2 with Anticipate as a backup.
Furthermore, in the late game Anticipate is MUCH better because you can dig for an answer at instant speed. In response to whatever threat, you can Anticipate for a Mana Leak, or Cryptic Command, or Snapcaster for whatever spell you need from your graveyard. If you whiff, you're still 3 draw steps closer to turning the corner, and you run no risk of a fail-to-find like Peer Through Depths.
I really, really wish they hadn't just printed a strictly worse Impulse. IMHO, they should have either just reprinted that card - which is pretty much fair, if powerful, compare to Grisly Salvage - or printed this card, but with the "other" cards going to the graveyard rather than the bottom of the deck. That would have been an interesting card, especially in a format with Delve. As printed, Anticipation is just a little too weak to be exciting...
And, please, FtLoG, stop comparing it to Serum Visions in Modern!!! The difference between U and 1U in a T4 format is infinite - one is a setup card, the other is a dig card, and they are not at all near the same power level (I'll give you a hint - the cheaper card is just plain better). Now, the card I proposed above - 1U instant, look at the top 3, one to hand, others to yard - would be a different matter. As it is, this card is not better than the available options in Modern, in all but the most specific cases - Twin may be able to find a use for it, but every other deck interested in a 1U filter has better options...
