Force of Will is not on the reserved list because it was an uncommon in Alliances, rather than a rare. Other expensive high profile cards that are not reserved for the same reason include Wasteland, Mana Drain, and Karakas.
If you think Force of Will is okay for Standard you either misunderstand the power level of Force of Will, Standard or both.
I'm not sure I agree with that. One of the strongest impact of FoW is it allows you to pitch dead or otherwise useless blue spells to counter a relevant spell.
The problem: in the current breed of blue control decks there are no irrelevant blue spells. Do you really want to pitch a TC, DTT, Ashiok, etc. to counter a siege rhino?
Considering you can see blatant compression artifacts immediately around the machine-readable text, but the rest of the black border is a nice sharp color, why are we even having this discussion?
I think FoW would be fine in standard and a good way to shake up the Modern format. That said, I do not expect it to ever be printed in a STD/MDN legal set.

This is a fake. Who really believes they would reprint Force of Will in standard? They don't even approve of Mana Leak and you think they'd give us Force of Will?
It would be funny if it turns out to be a straight up counterspell reprint, but I don't ever expect that to happen either. It could be a new counter or maybe a hexproof variant of Gilded Light with rebound, since Ojutai is white as well.

I couldn't disagree more. Putting it in modern would help fix one of the biggest issues with the format, namely that their most powerful weapon against dominant strategies taking over is the ban hammer. Force of will is often considered the card that holds the legacy format in check and keeps it from turning into a degenerate combo on combo format where whoever goes off first wins. Think the wild wild west of modern where people just went as fast as possible, killing on turn 2 via blazing shoal infect. With FoW in modern, you don't need the ban hammer to stop that from being a tier deck because now your opponent can interact at the stack as well as on the field. Now, that said, I will be surprised if it ever happens because a) they would have to find another way to introduce cards into the modern pool than via standard (modern master series would be the perfect vehicle imo) and b) WotC seems to want to keep modern closer to standard plus than legacy light
