I have neither the skill to correctly and accurately analyze this set in the context of current and future formats after 12 hours of exposure, nor the hubris to delude myself into believing that I do.
Wizards prints the stupidest rares nowadays, seriously is 'multicolored' so complex now that something that mentions it needs to be rare? There's nothing rare-feeling about the card, the name is generic.
And it's not because of limited, because this card will be just about unplayable there, since Khans is not drafted with Dtk.
Targeted rare removal goes back pretty far, Broken Visage and Exile are the earliest ones I can think of. Back then it was very much the exception to the rule though, and nearly all removal was at common or uncommon. I'm not a fan of printing this at rare; at least cards like Hero's Downfall and Detention Sphere are exciting first picks in draft. I imagine I would always take an uncommon or common over this.

MaRo said in his article that this set has still a focus on allied color pairs, so there could still be enough targets around in limited (though of course we will need to wait for further spoilers (especially of commons and uncommons) to make that judgement).

I feel like this is confirmation of a new thing where the third set in a block (maybe second set going forward with the new 2-and-2 scheme) will feature a decent yet somewhat narrow white removal spell that interacts with the block's theme but that should absolutely not be rare. Renounce the Guilds, Deicide and now Radiant Purge. This is probably my favorite of the lineage so far but that isn't saying much; if it could hit multicolored planeswalkers too it would be more exciting. It's ok, it's probably going to see play and I'd almost certainly add it to my EDH deck, but stinks that it's a rare.
It doesn't say planeswalker anywhere on the card and cant even kill them. Maro can't bull***** his way out of this one like he did with dreadbore and hero's downfall.
In other news lightning bolt has been confirmed for m15. They just changed the name and printed it at mythic so it wouldn't ruin limited.
Great card because of the mana cost. Utter End has the power to do anything but being 4 mana made it bad. Everything is about mana efficiency or being on curve. RW now gets this to go with Valorous Stance and Chained to the Rocks. Siege Rhino might not be as oppressive as it once was.
White usually exiles creatures and I think it would be strangely worded to be "Exile creature or destroy enchantment".
I mean, certainly when they made this they thought about it. I just don't think it was a matter of "Oh man, we're going to have to pack some hate for the Theros gods. They'll just be destroying Standard!".
Obviously it's depndent on your other cards, but where would you pick this in Draft? Unless you have a bomb uncommon do you first pick it as defense against other potential bomb rares out there? Remember there's no KTK so all your looking at is the 20 Gold dragons over the two sets. it will never wheel so what would you do?

They started moving some removal to rare years ago starting at least as far back as Vindicate. I wouldn't be surprised if there were earlier examples, that's just the first one that came to mind. In the last couple of years it seems like every block has at least one such though. Dreadbore, Abrupt Decay, Hero's Downfall, Silence the Believers, Utter End, Deicide, Renounce the Guilds, Detention Sphere, Chained to the Rocks, Gild... That's just since Return to Ravnica, but it was less common before that.

The only thing this has over Glare is that it's an instant. The first list is much more relevant than the second.

I think this condition is too damning. Neutralizing Blast is a fine uncommon.
